These qualifying developments will pay prior fees through March 31, 2030, and transition to the updated fees on April 1, 2030. Staff analysis indicated that allowing development to continue during this transition period has a more positive impact on funds than scenarios where projects might be delayed. The ordinance aims to balance the need for growth to contribute to infrastructure costs with providing fee certainty for developers who made significant commitments.

The increase in NPIC yield reflects a new water allocation, and NPIC shares are the town's preferred acquisition source over CBT due to losses and fees associated with moving CBT water. The cash-in-lieu methodology will be based on verified NPIC transaction data, with quarterly reviews and potential adjustments. Staff emphasized that the board retains authority to amend the methodology or rates. Discussions highlighted concerns about the scarcity and rising cost of NPIC shares and the importance of cash-in-lieu funds for diversifying water sources.
