Acceptable Use Policy

Last updated October 29, 2026

1. Scope

This Acceptable Use Policy (“Policy”) sets out the rules for using the GatherGov platform, data, and analysis. It is the “Policy” referred to in the SaaS Services Agreement between Turl Street Group LLC d/b/a GatherGov (“Company”) and each customer (“Customer”), and forms part of that agreement.

The Policy applies to Customer and to every person Customer permits to use the Services (“Authorized Users”). Customer is responsible for its Authorized Users’ compliance.

In this Policy:

If this Policy conflicts with the agreement, the agreement controls.

2. Accounts and access

Customer and its Authorized Users must not:

  1. Share login credentials or API keys with anyone who is not an Authorized User, or let more people use an account than the order form allows.
  2. Access the Services through automated means other than the API Company provides, or use the API outside its documentation.
  3. Exceed, avoid, or try to get around rate limits, usage limits, the Service Capacity in the order form, or any access control.
  4. Create accounts with false information or impersonate any person or organization.

Customer must keep credentials and API keys confidential and notify Company promptly at support@gathergov.com if it suspects unauthorized access.

3. Use of Data and Analysis

Customer may use Company Data only for its own internal business purposes, as permitted by the agreement. Customer may include limited excerpts of Data and Analysis in its own internal materials, such as investment memos and committee presentations, provided those materials stay within Customer’s organization.

Customer and its Authorized Users must not:

  1. Sell, resell, license, sublicense, or otherwise commercialize Company Data, or include it in any product or service offered to others.
  2. Share, publish, or make Company Data available to anyone outside Customer’s organization, except as the agreement or order form expressly allows.
  3. Use Company Data to build, improve, or supply any database, product, or service that competes with or substitutes for the Services.
  4. Use Company Data to train, fine-tune, test, or improve any artificial intelligence or machine learning model or system.
  5. Bulk download, scrape, mirror, or cache Company Data beyond what is reasonably needed for Customer’s internal use.
  6. Remove or alter source citations, links to original government records, attributions, or proprietary notices.
  7. Present Analysis as an official government record or as a statement of any government body, or alter Data and present it as unaltered.

This Policy does not restrict Customer from obtaining public records directly from the government source that published them. The restrictions above apply to Company’s collection, compilation, structuring, and Analysis of those records.

4. Individuals named in government records

Government meeting records often name private individuals, including residents who speak at public comment, applicants, property owners, and neighbors. Customer must not use the Services or Company Data to:

  1. Harass, threaten, intimidate, retaliate against, or stalk any individual, including people who spoke at or participated in a public meeting.
  2. Discriminate against any person on the basis of a characteristic protected by law, including in violation of fair housing laws.
  3. Determine any individual’s eligibility for credit, insurance, employment, housing, or any other purpose covered by the Fair Credit Reporting Act or similar laws. Company is not a consumer reporting agency, and Company Data is not a consumer report.
  4. Contact individuals by phone, text, or email in violation of the Telephone Consumer Protection Act, CAN-SPAM Act, do-not-call rules, or similar laws.
  5. Compile profiles or dossiers on private individuals, or combine Company Data with other data to identify or track private individuals, other than as incidental to Customer’s real estate or business analysis.

Public officials acting in their official capacity, such as elected officials, board members, and staff, may be discussed and analyzed in the ordinary course. Paragraph 1 still applies to them.

5. Relying on Data and Analysis

Company Data is a research tool, not a substitute for official records or professional advice. Data depends on what governments publish, and Analysis, including automated extraction and summarization, may be incomplete or contain errors.

Customer is responsible for its own decisions. Before relying on Company Data for any investment, acquisition, financing, development, or legal decision, Customer should verify material facts against the official government record and consult its own legal, entitlement, and other advisors. Nothing in the Services is legal, financial, investment, or engineering advice.

6. Security and system integrity

Customer and its Authorized Users must not:

  1. Probe, scan, or test the vulnerability of the Services, or run load or penetration tests, without Company’s prior written consent.
  2. Interfere with or disrupt the Services, their servers or networks, or other customers’ use of them.
  3. Upload or transmit malware, malicious code, or any content designed to harm systems or data.
  4. Reverse engineer, decompile, or try to discover the source code, models, algorithms, or methods behind the Services or the Analysis, except where the law expressly allows it despite this restriction.
  5. Access or try to access data or accounts belonging to other customers.

7. Compliance with law

Customer must use the Services in compliance with all applicable laws and regulations, including privacy, anti-discrimination, consumer protection, securities, and export control laws. Customer must not use the Services for any fraudulent, deceptive, or unlawful purpose, including market manipulation or misuse of material non-public information.

8. Enforcement, changes, and contact

Enforcement. If Company reasonably believes this Policy has been violated, it may suspend the affected users, API keys, or access, in whole or in part. Company will give notice and an opportunity to fix the issue where practicable, and will restore access once the violation is resolved. Company may act without prior notice when needed to prevent harm to the Services, other customers, or third parties, or to comply with law. Suspension does not limit Company’s other rights under the agreement.

Reporting. Anyone may report suspected misuse of the Services to support@gathergov.com.

Changes. Company may update this Policy by posting a new version at gathergov.com/acceptable-use. Company will give Customer at least 30 days’ notice by email of any material change. No update will materially reduce Customer’s rights under an order form during its then-current term.

Questions. Contact support@gathergov.com.
