The Town Board recognized July as Parks and Recreation Month through a proclamation. The proclamation highlighted the integral role of parks and recreation in communities, citing numerous benefits including positive impacts on mental health, promotion of physical activity, provision of healthy meals and education, critical support for childhood development, increases in economic prosperity, and contributions to environmental well-being and community resilience against natural disasters and climate change.
Town Board Approves Walmart Supercenter Site Plan Despite Extensive Public Opposition
The Town Board reviewed and approved a major site plan for a large retail establishment, specifically a Walmart Supercenter, on a 145-acre parcel located north and east of the intersection of 17th Street and Main Street. The property is zoned General Commercial, and the use is permitted with site plan approval. The proposed building is approximately 181,000 square feet, with an 1,500 square foot convenience store and a 10-pump fueling station. The site plan addresses architectural standards, pedestrian and vehicular circulation, parking, landscaping, noise mitigation, and ongoing maintenance. The Town Board also considered extensive public comment on traffic, safety, environmental impact, and community character before approving the site plan via Resolution 2026-40.
Town Board Approves Revisions to Waste, Grease Disposal, and Water Meter Maintenance Codes
The Town Board held the second reading and approved Ordinance Number 2026-1748, which amends Chapter 13, Articles 1 and 2 of the Windsor Municipal Code concerning fats, oils, and grease disposal and water meter maintenance. No changes were made since the first reading or previous presentations.
Town Board Approves New Ordinance for Solid Waste Hauler Licensing and Regulation
The Town Board conducted the second reading and approved Ordinance Number 2026-1749, which regulates and licenses haulers engaged in the collection, transportation, and disposal of solid waste within the town. The ordinance requires haulers to obtain a license, submit semi-annual reports detailing tonnage collected, customer accounts, and outreach activities. An edit was made to the ordinance based on board feedback at the June 22nd meeting, requiring semi-annual reports. The ordinance will be in effect starting January 1, 2027. Public comment was heard regarding the fees, vetting process for licenses, and the impact of trucks on roadways.
