Interview Committee Formed for Planning Commission Vacancy

The town is establishing an interview committee to select candidates for an upcoming vacancy on the Planning Commission. Town Unveils Draft Water Efficiency Plan with Goals for Reduced Per Capita Use

The town presented a draft Water Efficiency Plan, which aims to reduce per capita water use by five gallons per capita per day within seven years, targeting a reduction from 110 GPCD to 105 GPCD. This is expected to result in significant water demand reduction and potential cost savings. The plan outlines 47 activities focusing on new development, outdoor water efficiency, and public outreach. Key initiatives include integrating water use into land use planning, promoting water-wise landscaping, balancing regulations with homeowner autonomy, fostering community engagement, and improving communication. A new Advanced Metering Infrastructure (AMI) system is being rolled out to provide real-time water monitoring. The plan is currently in draft form, with public review planned before final approval by the town board and the CWCB.

Town and Laram County to Update Growth Management Agreement

The town is proposing an update to its Intergovernmental Agreement (IGA) with Laram County concerning the growth management area boundary. The current IGA, in place for nearly 40 years, is being reviewed to better align with the town's comprehensive plan and ensure cooperative planning. A key component of the proposed update is the adoption of a Growth Management Area (GMA) overlay zone district by the county. This overlay would allow the county to implement the town's policies and comprehensive plan goals within the designated area, particularly for properties adjacent to town limits that may not be immediately annexed. The process will involve public engagement with unincorporated residents, followed by public hearings at the county level to adopt the overlay zone. The updated IGA aims to strengthen the partnership and ensure consistent planning principles, though perfect alignment in all codes may not be achievable.

Town Board Denies Tundra Flats Master Plan and Rezoning Request

The Tundra Flats application for a neighborhood master plan and change of zone request was heard by the town board. The planning commission had previously recommended denial of the neighborhood master plan due to concerns about the lack of commercial space, specifically criteria one and five of the review process. The rezoning request from PUD to C1 was contingent upon the approval of the neighborhood master plan, and therefore was not considered by the planning commission. The applicant presented a proposal for a mixed-use development including 3,700 sq ft of commercial space and 140-150 residential units. The board deliberated extensively on the interpretation of 'primarily commercial' in the comprehensive plan, the role of the Mountain Avenue overlay, and the balance of commercial versus residential use. Ultimately, the board voted to deny the applications.
