Whitehall Subdivision Phase Two Approved with Zoning Changes for Transitioning Development Intensity
The Town Council considered and approved two applications for the Whitehall subdivision, filing number two: a preliminary plat and a rezoning request. The preliminary plat will subdivide approximately 163.34 acres into seven tracks, two outlots, and associated right-of-way. The rezoning request will replace the existing Planned Unit Development Mixed Use (PUDMU) zoning with a combination of R2 (Mixed Density Neighborhood), R3 (High Density Neighborhood), MUNC (Mixed Use Neighborhood Commercial), and MURC (Mixed Use Regional Commercial) zoning districts. The proposed zoning framework aims to create a transition of development intensity from west to east, with lower density residential uses to the west and increased mixed-use and commercial development near Colorado Boulevard. The Planning and Zoning Commission recommended revisions, including changing some R3 areas to R2 and MURC areas to MUNC for better transition, which the Town Council ultimately approved with conditions, including a modification to move the MURC zoning to the southeast corner of the site. Infrastructure improvements, including streets and a non-potable water system, are planned, and connectivity to Roosevelt High School via trails is a key feature.
Johnstown Council Approves 12-Month Moratorium on Data Center Development
The Town Council discussed and approved on first reading an ordinance establishing a temporary 12-month moratorium on data center facilities in Johnstown. This moratorium is intended to provide time for research, study, and community input regarding the potential impacts of data centers. An advisory committee, comprising seven Johnstown residents selected through an open application process and one town staff member, will be established to gather information, hear from experts, study best practices, and provide recommendations to the Town Council. The committee's work will be community-led and staff-reported, with council members intentionally excluded from serving on the committee to ensure objectivity. The committee will examine issues such as water infrastructure, electrical demand, noise, traffic, environmental sustainability, economic development, and land use compatibility. While the moratorium is set for 12 months, the ordinance allows for extension if the Town Council determines additional time is needed. Public comment during the meeting expressed both support for the moratorium/ban and concerns about the process and potential for rushed decisions.
