Board Authorizes Ballot Space Reservation for November 2026 Coordinated Election
The Board of Trustees approved Resolution 26R36, authorizing the town clerk to provide written notice to Weld County of Frederick's intent to participate in the November 2026 coordinated election. This action reserves space on the ballot should the town decide to place initiatives forward, with a deadline for notification of July 24, 2026. Further board action will be needed later to certify ballot content and finalize any specific measures. The resolution passed 4-0.
Frederick Adopts New Parks, Open Space, and Trails Design Standards
The Board of Trustees approved Ordinance No. 1420, adopting the Parks, Open Space, and Trails Design Standards. These standards guide the planning, design, and construction of new parks, open spaces, and trails, ensuring quality public spaces, integrating open space early in land planning, updating amenity standards, and improving predictability for developers. The standards apply to developer-constructed parks, open spaces, and trails, as well as town lands for significant alterations. They shift from narrow, straight trails to wider, paved, or meandering paths with landscaping and screening. Open spaces will move from remnant pieces to larger, contiguous areas promoting habitat and passive recreation. Parks will feature more diverse and dynamic amenities, organized zones, on-site parking, connectivity to trails, and improved user experiences, focusing on quality, safety, sustainability, and user experience. The ordinance authorizes the Parks, Recreation, Open Space, and Trails (PROST) Commission to update these standards from time to time. Mayor Pro Tem Padilla was unable to vote due to leaving the meeting early. The ordinance passed 4-0.
Columbine Heights Preliminary Development Plan and Plat Approved by Board of Trustees
The Board of Trustees considered and approved the Columbine Heights Preliminary Development Plan and Preliminary Plat. This project, spanning 144 acres, proposes 350 single-family residential lots and one elementary school lot. Key modifications to R1 zoning standards include reduced minimum lot sizes and frontages. The plan incorporates approximately 30.48% open space, including parks, trails, and a buffer around the subdivision. Infrastructure improvements, such as paving of County Road 17 and realignment of an intersection with Highway 52, are planned. The project addresses existing oil and gas facilities with proposed setbacks. Public comments raised concerns about traffic, noise, and the impact on existing businesses, as well as the strain on police and fire services. The Board also discussed the importance of future park amenities and connectivity, while acknowledging the project operates under older land use codes, with new standards being implemented going forward. The preliminary plat was approved with a 5-0 vote, and the preliminary development plan was also approved with a 5-0 vote.
