Oak Harbor Council to Review Chamber of Commerce's $50,000 Lodging Tax Request for Independence Day Celebration
The City Council is considering a request from the Oak Harbor Chamber of Commerce for an additional $50,000 in lodging tax funds for the annual Independence Day celebration. The Chamber has seen a decline in lodging tax funds, receiving $52,357 in the past year compared to $65,000 in 2023. The celebration includes a parade, fireworks, carnival, car show, and other multi-day events. The council is being asked to approve funding for 2027 and 2028, with a motion to refer the request to the Lodging Tax Advisory Committee (ELTAC) for review. Concerns were raised about the process, particularly regarding the council member who also serves as the Chamber's executive director, and the potential to 'skip the line' in the ELTAC process. The Chamber stated that waiting for the ELTAC decision would not harm their budgeting cycle. The council ultimately voted to refer the request to ELTAC for their comments before a final decision is made.
Oak Harbor Approves Funding for Historic Lion's Head Sculpture at Whidby Playhouse
The Oak Harbor Arts Commission recommended, and the council approved, $1,601 in funding for the Whidby Playhouse Palomar Lion's Head Arts Project. This project will install a historic Lion's Head sculpture, previously part of Seattle's Palomar Theater, at the Whidby Playhouse. The sculpture was donated by the great-granddaughter of the original sculptor. The cost of installation was significantly reduced from initial estimates, with the city contributing half of the final bid of $3,202. Snow Libraries Executive Director and Oak Harbor Manager Highlight Community Impact and Upcoming Levy
Eric Howard, Executive Director of Snow Libraries, and Brian Tidwell, new Library Manager for Oak Harbor, presented an overview of the library system's services and impact. Snow Libraries operates 23 branches and a bookmobile service, reaching over 300 daycare centers and senior centers, and extending to outreach events and schools. They emphasize their role in early learning, partnering with the state to credential daycare workers, and serving the zero to three age group. The library system employs nearly 500 staff and offers resources like Brainfuse for tutoring and career assistance, business workshops, and more, serving all ages. The vision is to connect everyone to the library, fostering community resilience and economic well-being. Priorities include completing strategic planning, supporting summer reading programs to combat the 'summer slide,' and securing funding through the upcoming levy, which provides 91% of their operating budget. The Oak Harbor Library specifically saw 124,000 visitors in 2025, an increase from 2022, with over 151,000 materials checked out. Story times alone have seen 1,700 attendees in the first half of 2026, necessitating extra sessions due to high demand. The library aims to be a vital 'third place' for community connection. A replacement levy, set to appear on the August 4th ballot, seeks to restore the rate to 47 cents per thousand dollars of assessed home value, up from the current 30 cents, to maintain operations as costs increase.
