City Approves Purchase of New Chassis for Ambulance Replacement, Saving $70,000
The council approved a motion to authorize staff to sign an agreement to purchase a chassis for a replacement ambulance. Following a head-on collision in May that totaled one ambulance, the city decided to remount the existing ambulance box onto a new chassis. Fortunately, the city already owned a chassis purchased for a future build in 2027, which can now be used for the immediate replacement. This avoids the typical two-year lead time for new ambulances. The insurance company will cover the remount costs for the totaled ambulance, and the city will use those funds to pay for the newly procured chassis. This process is expected to save the city $70,000 and will result in a new ambulance being available within 14-16 weeks.

Some vehicles are designated for sale at auction, while others are allocated for fire department training, specifically for vehicle extrication using tools like 'Jaws of Life'. The 2014 Pontiac Vibe is specifically mentioned as a vehicle suitable for fire training due to being a sedan. The decision on which vehicles to auction versus use for training will be based on assessed auction value and suitability for training purposes. The approval allows staff to surplus these items.
City Amends Interlocal Agreement with Library District to Facilitate Annexation
The council discussed and approved Ordinance 212526, which amends the Interlocal Agreement (ILA) between the city and the Central Scadget Rural Partial County Library District. The amendment addresses two main concerns: firstly, it removes a limitation preventing the city from considering annexation until 2032, which was tied to a bond repayment schedule. Secondly, it addresses future asset transfer vulnerabilities by establishing joint ownership during the transfer period and giving the city a right of first refusal on assets should the library district dissolve or be succeeded by another entity. This ensures the city can retain library assets and continue services for its citizens. The amendment was deemed a necessary precursor to annexation.
Wastewater Treatment Plant Upgrades Screw Press System to Improve Efficiency
A change order for the wastewater treatment plant's screw press was discussed. The existing belt press, which squeezes liquid from wastewater before solids are trucked away, was found to be producing drier solids than anticipated. While drier solids are beneficial for reducing trucking costs, they do not work well with the current conveyor belt system. The proposed change order is to replace the belt press with an Archimedes screw conveyor. This new system will maintain the existing warranty, is made of stainless steel, has fewer moving parts, and is expected to save money in the long run due to reduced trucking costs. A typo in the funding source was corrected; the Sewer Operations Fund (401) should be used instead of the Arterial Street Fund (104). The change order was approved.
