Health Department Update: Declining Opioid Deaths, Rising E-Scooter Injuries
The Mayor provided an update from the Snohomish County Health Department, noting the end of the respiratory virus season with decreasing numbers. Opioid-related deaths in Snohomish County saw a significant decrease from 21 in February 2025 to 1 in February 2026. The Mayor also highlighted an increase in e-bike and electric scooter injuries from 2019 to 2025, with deaths increasing by 300% during that period. E-scooter related injuries accounted for 71% of these deaths, underscoring the importance of finalizing the city's e-bike ordinance.
Council Approves Increased Funding for Indigent Defense Services
The council approved the first amendment to the agreement for indigent defense conflict council services with Snohomish County Public Defenders Association. This amendment addresses an increased cost for these services for the remainder of 2026 and the first six months of 2027, due to an increased utilization of conflict counsel. The additional cost for 2026 was $5,700, which was not initially budgeted. The costs for 2027 will need to be accounted for in the upcoming budget.
Concerns Raised Over Amazon Project Notification and Environmental Monitoring
During the public comment period, Mary O. Farerrell raised concerns about the notification process for the Amazon project Cascade, stating that the public meeting notification was inadequate and that the information provided was general and poorly presented. She highlighted issues with the illegibility of the legal notice in the Everett Herald and the city's website, as well as illegible site plans. She urged the council to enroll in the Snohomish County LiDAR Tree Canopy Survey, similar to what Marysville is doing, to monitor tree canopy loss.
New Police Officers Sworn In
The city council meeting included a ceremony for pinning badges and swearing in three new police officers: Officer Riz, Officer Holland, and Officer Tatro. Officer Riz brings over a decade of experience in law enforcement, corrections, medicine, and military service, including a life-saving medal. Officer Holland is a native of Arlington and a graduate of Arlington High School. Officer Tatro is a member of the Stilaish tribe and is on a temporary assignment from the tribe to gain experience. Judge Rancort administered the oath of office.
New Tribal Mural Celebrated for Cultural Significance and Community Artistry
Councilmember Nathan Seth praised a new mural on 11th Street, noting its tribal-related information and a QR code explaining pronunciation and the story behind it. He thanked Nikita and her mother for their work. Councilmember Heather Watland and others also attended a dedication event, describing it as a cool event and a great job by the parks department and arts council in selecting the designs.
