New Bank Account Established for EMS Billing Services
The council approved Resolution 1101, establishing a new bank account for EMS billing services at Columbia Bank. This is part of a new agreement with Systems Design West for EMS billing. City Extends Moratorium on Battery Energy Storage Systems for Six More Months
The council considered an ordinance to update the work plan for battery energy storage systems (BES). This ordinance extends a moratorium on the submission of permits for BES for an additional six months. The initial moratorium was enacted in June 2025 due to BES being a new use not covered in the city code, with potential negative impacts if not carefully regulated. The department requires more time to complete the work plan due to various reasons. Without this extension, applications for BES could be submitted.

She highlighted the significant water consumption (2-5 million gallons per day per center), the low employment rates compared to the size of the facilities, and the potential increase in electricity bills. Litkkey also mentioned community impacts such as undrinkable water and dry wells, and the broader societal concerns regarding AI pornography and surveillance. She urged the council to support bills protecting against the dangers of AI and data centers.
City Council Considers Rezoning for Multi-Family Development Potential
The council held a closed record public hearing to consider a rezoning application for a four-acre property located at 1501 Continental Place. The proposed change is from a Professional Office (PO) district to a Residential Office (RO) district. This change is primarily to allow for multi-family development, which is not permitted under the current PO zoning. The comprehensive plan designation supports both zoning types, so a comprehensive plan amendment was not required. The hearing examiner recommended approval, and staff also recommended approval of the ordinance, which would facilitate this zoning change.
