Zoning Board Continues Hearing on Variances for 2 Bullard Circle Property After Scammer Incident
The Zoning Board of Appeals considered two variance requests for a property at 2 Bullard Circle, owned by Elias Cordova. The first request was for a rear yard setback variance of 0.6 feet to allow an addition to the house. The second request was for a front yard setback variance of 0.18 feet to allow a new garage. The applicant's representative, Stephen Kenney, explained that the variances were necessitated by errors in foundation pouring. The foundation for the addition was poured 0.6 feet closer to the lot line than allowed, and the foundation for the garage was poured 0.18 feet from Bullard Circle due to a scam by an online permit company, byberkeypermits.com, which led Mr. Cordova to believe he had obtained a valid permit. Board members expressed significant concerns about the garage setback, particularly given Mr. Cordova's background in the construction industry and the lack of proper inspections. Neighboring residents also commented, with one noting the garage foundation was built on what was intended to be a circle for Bullard Circle. After extensive discussion regarding precedent, the applicant's circumstances, and the need for more information, the board voted to continue the hearing to July 1st, 2026, to allow the applicant to gather additional surveys and plans. The board also reorganized, electing Brian as chair, Mr. Fennegar as vice chair, and Ms. Oster as clerk.
