Franklin Council Deliberates Sewer Capacity Sales to Millis and Medway, Awaiting More Data
The Franklin Town Council discussed agreements for the transfer of sewer capacity to the towns of Millis and Medway. Millis, currently at 72% capacity, seeks an additional 100,000 gallons per day to accommodate pending construction and affordable housing projects. Medway, at 92% capacity, also seeks capacity due to planned development and concerns about exceeding limits. The proposed agreements, drafted with the assistance of town attorneys and consultants, suggest a price of $15.07 per gallon for capacity sales, which is intended to recoup past costs and provide revenue for future infrastructure needs. The council did not vote on the agreements, opting to gather more information and revisit the issue on September 2nd, 2026. Representatives from Millis and Medway expressed their needs and concerns regarding capacity and pricing.
