They highlighted issues with vehicles failing to stop at the stop sign on Stovall, driving at high speeds up to 30-40 mph, and the dangerous operation of mini bikes and go-carts by individuals without helmets or proper licensing, posing a risk due to lack of insurance. Residents requested solutions such as repainting white lines at stop signs and potentially adding speed limit signs, noting the absence of speed limit signs on Eaton. The speakers recounted instances of near-accidents and the ineffectiveness of current enforcement without consistent police presence. They suggested that a visible police presence, even stationary, could deter unsafe driving. A proposal to place speed limit signs under stop signs was questioned and confirmed to be permissible. The speakers also mentioned a period approximately 9 years prior when increased police presence led to a significant number of tickets issued for speeding and running stop signs.
Preservation Advocate Urges City to Save Historic Old Post Hospital
Melvina Morris presented a plea to save the historic Old Post Hospital, advocating for its preservation and potential as a heritage tourism destination. She read an excerpt from a letter by W. Wright Mitchell of the Georgia Trust for Historic Preservation, emphasizing the building's historic significance and potential for creative redevelopment, suggesting preservation easements and marketing through preservation-minded channels. Morris highlighted the economic benefits of historic preservation, including tourism, job creation, and property value enhancement, citing Chattanooga's successful restoration efforts. She stated the community overwhelmingly wants the building saved, presenting over 750 signatures. Morris inquired about the city's steps to protect the hospital from demolition and asked for collaboration with the county to divide the parcel and market it to investors, mentioning the Georgia Trust is marketing a similar property. She noted that two county commissioners seemed open to dividing the parcel and potentially donating the hospital. Morris urged the city to do everything possible to save this irreplaceable asset.
City Renews Mutual Aid Agreement with National Park Service
The council considered a recommendation to renew an intergovernmental mutual aid agreement with the National Park Service. This agreement governs the actions of National Park Rangers and Fort Oglethorpe Police Officers within and outside the boundaries of the Chickamauga and Chattanooga National Military Park located within the city. Renewing the agreement ensures continued cooperation between the Fort Oglethorpe Police Department and the National Park Service Rangers. The renewed agreement would be in effect for five years.
City Renews Membership with Northwest Georgia Regional Commission
The city council reviewed the renewal of its membership with the Northwest Georgia Regional Commission (NWGRC). The NWGRC provides resources and assessments, assists in developing joint comprehensive plans, and helps with grant applications. The city has successfully used this partnership to become more competitive in securing outside funding over the past three years. The annual fee is based on population, and the proposed renewal amount is $10,955 from the general fund, extending the membership until June 30, 2027.
