Assistant Fire Chief Jerry Carter Honored for 50 Years of Service to Redmond
The City Commission recognized Assistant Fire Chief Jerry Carter for 50 years of service to the city of Redmond. Chief Carter began his career on May 17th, 1976, and has held various roles including captain, fire marshal, and assistant fire chief. He transitioned to the private sector in 1991 but continued as a volunteer assistant fire chief, maintaining command responsibilities and providing operational guidance. He has been actively involved in numerous fire service organizations, including serving as chairman of the Certified Fire Investigator Committee internationally for the past 20 years. He also served one term as a city commissioner. The recognition included a presentation of a flag and acknowledgments of his continued dedication and mentorship.
Resident Criticizes Property Taxes and 'Green Boulevard' Proposal
During the citizen comments period for items on the work session agenda, Richard Lamb expressed concerns about property taxes, noting a 53% increase and a further proposed increase. He mentioned being on a fixed income and regretting building a house under the current tax conditions. Lamb also criticized the plan to turn Dayton Boulevard into a 'green boulevard' with bicycle lanes, calling it ridiculous and suggesting the city is trying to become a '15-minute city,' which he believes is inappropriate for Red Bank's character and its residents' preferences for a traditional neighborhood feel.
City Seeks $98,353 THSO Community Traffic Safety Grant
The Commission is asked to authorize participation in the THSO Community Traffic Safety Grant for $98,353.70, under resolution 26-1911. This annual grant primarily funds overtime for officers working on traffic safety initiatives, focusing on distracted driving and other violations. A portion of the grant also supports distracted driving program presentations in high schools and equipment purchases. The grant is 100% reimbursable. Funds can also cover attendance at a traffic enforcement and safety training conference called Lifesavers.
City Approves Revised GPS Policy for Vehicle Tracking
The Commission approved the revised GPS policy, resolution number 26-1909, which has been in effect for approximately 10 years. The policy covers the use of GPS tracking on city vehicles across police, fire, and public works departments, providing features like mileage reports, location history, speed reports, and ignition audits. A key revision states that GPS information cannot be used as the sole basis for disciplinary action due to potential inaccuracies. An example was given where a device malfunctioned, causing a vehicle's location to appear static for months. The policy ensures GPS units are identifiable and installed in tamper-proof compartments.
City Considers Capital Improvement Plan with 13-Cent Property Tax Impact
The Commission is considering the approval of the Capital Improvement Plan (CIP) for FY27 through FY31, as outlined in resolution 26-1910. The CIP was developed by a staff committee and reviewed by the Commission over several meetings. Only the FY27 portion is finalized with the budget ordinance, while out-years (FY28+) are for planning and will be re-evaluated annually. The resolution directs staff to establish a separate capital fund starting in FY28, removing capital project funding from departmental operating budgets. Costs in the plan reflect the city's general fund portion and do not include funds from other sources. The plan includes transportation improvements, vehicles/equipment, facilities maintenance, and public works projects, with an estimated 13-cent property tax implication for FY27.
