East Planning Commission Approves Rezoning to Reduce Residential Density at 529 Frolley Road
The East Planning Commission considered a rezoning request for the property at 529 Frolley Road. The applicant, Joseph Ingram, sought to rezone the parcel from RT1 (residential townhome district) to RZ10 (lot line residential district). Staff analysis indicated that the proposed RZ10 would reduce the maximum allowable residential density from 108 dwelling units (4.04 units per acre) under RT1 to 77 lots (2.9 units per acre), a reduction of approximately 31 lots. This reduction was deemed a reasonable transition of intensity. The rezoning would also bring the parcel into compliance with Ordinance 1200, which requires RT1 parcels to be bordered by specific commercial or lower-density residential zones, a condition the subject parcel did not currently meet. Concerns were raised by a resident regarding potential lighting impacts from the proposed entrance/exit and the placement of a mailbox center, and by another resident regarding stormwater runoff capacity. The applicant representative noted that moving the entrance/exit would be difficult due to existing plans, but offered to investigate mitigation options for lighting. The stormwater issue was acknowledged as needing further investigation by city engineers and potentially city council for significant pipe upgrades. The commission ultimately approved the rezoning request.
