ProTemp of Illinois Awarded Deerfield Road Pump Station MCC Replacement Contract
The Board of Trustees awarded a contract for the Deerfield Road Pump Station MCC replacement project to ProTemp of Illinois for $1,590,231. This project, designed by Ciorba Group, addresses aging components in the 1989-constructed station, which is crucial for wastewater conveyance, treatment of excess flow, and preventing sewer backups. The station includes three large wet weather pumps, fine screens, and a settling tank. The project scope includes replacing electrical panels, consolidating SCADA controls, improving generator exhaust, and modifying the building for generator replacement. While the engineer's estimate was $1,770,449, ProTemp's bid was the lowest of two received. Staff recommended ProTemp due to positive references from Metra. The project's budget is split between FY26 and FY27, with work starting in September. Ciorba Group was also awarded a separate contract for construction engineering services for this project.
Village Receives Unmodified Opinion on 2025 Comprehensive Financial Report
The Board of Trustees received the 2025 Annual Comprehensive Financial Report (ACFR) and an audit reporting letter from Baker Tilly. The ACFR received an unmodified (clean) opinion, indicating the highest level of assurance. The report includes a management's discussion and analysis (MD&A) section and 10-year trend information. Key financial highlights show an increase in governmental fund balance by $1.8 million after $8 million in capital work and $2.8 million in transfers. Proprietary funds (water and sewer) increased by $1.3 million. The police pension fund's net position increased by $9.3 million, and the fund is 96% funded. The audit reporting letter indicated no significant concerns or issues with internal controls. The board and staff expressed satisfaction with the village's financial performance and transparency.
Community Events Recap and Upcoming Activities Announced
The Mayor and Board of Trustees discussed recent community events and upcoming activities. The 'America 250' committee organized a time capsule ceremony, attended by 50-60 people, which included various taxing bodies and speeches. The 'Cone with a Cop' event at McDonald's was highlighted as a positive community engagement activity. 'Food Truck Wednesday' at Jewett Park has seen successful attendance, with the last event drawing approximately 800-1,000 people; recycling receptacles were noted as a positive feature. 'Arbor Fest' is scheduled for September 19th, featuring a car show, music, kids' activities, and fireworks. The fireworks, originally planned for July 3rd, were moved to Shepherd Park due to rain.
Village Approves Purchase of New Submersible Pump for Water Reclamation Facility
The Village Board approved the purchase of a new submersible pump for the water reclamation facility, waiving competitive bidding. The existing KSB pump, installed in 2011-2012, has approximately 35,000 hours and experienced a seal failure, leading to motor damage. Repair costs were estimated at $49,255, nearly 60% of the $82,699 cost of a new pump. Staff recommended replacement due to the pump's age and limited remaining service life. The new pump, with a 26-week lead time, is expected to be delivered in 2027 and budgeted for in FY27. Alternative manufacturers were considered but deemed impractical due to system compatibility issues, including specialized guide wires instead of standard pump rails. The new pump is expected to last approximately 7 years under warranty, with an estimated 15 years of service life achieved by the current pump.
Ciorba Group Awarded Construction Engineering Services for Pump Station Upgrade
The Board of Trustees approved awarding a contract for construction engineering services for the Deerfield Road Pump Station MCC replacement project to Ciorba Group for $113,054. Ciorba Group was previously selected for the preliminary design report and design engineering services due to their familiarity with the project. Their services will encompass overseeing the construction phase, including electrical panel replacement, SCADA consolidation, and generator improvements. The cost is budgeted for the 2026 fiscal year. This contract is part of the larger pump station upgrade initiated due to the station's age and the need to address infrastructure issues identified in the preliminary design report.
