Dundee Road Resurfacing Project Update: $7.5 Million Cost, Spring 2027 Paving
Staff provided an update on the Dundee Road resurfacing project, which is the responsibility of the state of Illinois. The project was initially intended for Builders Asphalt but was rebid in September 2025. R.W. Dunneman was the low bid and was awarded the contract. The project has an anticipated start date later in July, with concrete work expected this year and paving in the spring of 2027. The project cost is $7.5 million, an increase from the previous year's estimate. The scope of work covers Dundee Road from Route 53 through Arlington Heights, Palatine, Buffalo Grove, and Wheeling, up to near McDonald's on Milwaukee Avenue.
Special Use Permit for Massage Establishment Revoked at 747 West Dundee Road
The village board held a public hearing for the revocation of a special use approval for GA SPA, a massage establishment located at 747 West Dundee Road. The petitioner requested the revocation because they could not obtain a business license, and a new petitioner wishes to operate a similar business that requires the prior special use to be revoked. The board then approved an ordinance repealing the previous ordinance that granted the special use approval. The new petitioner is scheduled to appear before the Plan Commission for their special use request.
Village Approves D-BAT Baseball and Softball Training Academy with Conditions
The village board reviewed and approved a special use permit for D-BAT Baseball and Softball Training Academy at 100 Chattock Drive. The Plan Commission had previously recommended approval with seven specific conditions, including ensuring at least one employee is on-site during operating hours, limiting gatherings to facility participants, prohibiting tournaments, ensuring all activities are indoors, proper outdoor waste storage, obtaining site plan approval, and completing fire sprinkler and alarm system modifications, along with obtaining a Wheeling sign permit. The petitioner, Trevor Burrus, presented details about the facility's layout, including 12 batting and pitching areas, and confirmed that the design will mirror other D-BAT franchise locations, featuring a retail pro shop managed by Rawlings and Easton. The facility aims to provide professional instruction for baseball and softball, with an anticipated opening by January 1. The board also discussed the need for potential IDOT permits for frontage roads.
Census Deadline Approaching: Residents Urged to Respond Online
Staff reminded residents about the upcoming deadline for completing the online census response by Wednesday, July 15th. Residents are encouraged to use their confirmation code to complete the census online within 10-15 minutes to avoid census workers visiting their homes. Achieving a high internet response rate helps minimize census fees and ensures the village receives its fair share of state revenues, which funds village services. The village is close to its internet response rate goal.
Village Consents to Tax Incentive for Unity Manufacturing Relocation
The village board considered a resolution to consent to a Cook County Class 6B property tax assessment classification for the property located at 130 to 150 Carpenter Avenue. The applicant, Emmett Hammond, representing Unity Manufacturing, a vehicle lighting company since 1918, plans to relocate its administration headquarters to a 60,000 square foot building at this location. The project involves an investment of over $5 million in acquisition and improvements, and is expected to bring 50 jobs to the village. This relocation is to a building previously vacated by Yolanco Electronics. The Class 6B incentive is projected to provide a net positive of over $700,000 over a 12-year period. The board approved the resolution.
