Trumbull Nature and Arts Center Honored with Environmental Champions Award
The Trumbull Town Council recognized the Trumbull Nature and Arts Center (TAC) for receiving the Aquarian Environmental Champions award. TAC was acknowledged for its over 15 years of leadership in environmental education, hosting programs for students and people of all ages, including seniors with memory impairment, students with special needs, and high schoolers. The award was presented by Aquarian Water Company as part of its 16th annual environmental champions award event. TAC was established as a 501c3 nonprofit in 2011 to develop and run programs and fundraise for the center, which has been supported by the town since November 2008 when the town council resolved to dedicate the property at 7115 Main Street for nature, environmental, and art education.
James Lucas Appointed Alternate Member to Inland Wetlands Commission
James Lucas was appointed as an alternate member of the Inland Wetlands and Water Courses Commission for a term extending to the first Monday of December 2028. Lucas, a Democrat from 35 Ardan Road, has professional experience in agricultural commodities trading and previous service on the Wilton Inland Wetlands Commission, Wilton Parks Commission, and the Inland Waterways Users Board, an advisory commission to the Army Corps of Engineers. The motion for his appointment was carried unanimously.
Town Authorized to Settle Workers' Compensation Claim
The town attorney is authorized to settle a workers' compensation claim filed by Sha Simber versus the town of Trumbull. The matter was discussed in executive session. No emergency legislation was required for this settlement.
Town Allocates $30,000 for Survey of Vacant Properties Amidst Public Safety Concerns
The town is appropriating $30,000 from the general fund to conduct an interior survey of three vacant properties due to ongoing public safety concerns and consistent police call-outs to the area. The survey will analyze interior conditions, including lead paint and asbestos, to quantify remediation costs. This is a shift from previous exterior-only surveys. A pre-qualified vendor, Eagle Environmental, will conduct the survey, which requires a state-licensed provider. The results are expected in August and will inform future decisions regarding disposition, potentially including demolition. The town has made efforts to secure the properties. The motion to appropriate funds was carried unanimously, and emergency legislation was approved to expedite the process.
Trumbull Pension Fund Reports 15.72% Return for 2025, Funded Ratio at 49.7%
Patrick Clark, chair of the pension board, presented an update on the pension fund's performance for the calendar year 2025. The fund achieved a gain of 15.72%, which outperformed the US public pension median return of 16.22%. The funded ratio, based on the July 1, 2024, actuarial evaluation, was 49.7%, with an expectation to cross the 50% threshold after the upcoming evaluation. Burn Wealth Consulting has provided investment advice since 2017. The investment policy statement, which was reviewed annually and unchanged this year, guides the fund's operations. The fund's annualized three and five-year gains were 13.4% and 7.34% respectively, with recent reports showing three-year and five-year gains of 15.3% and 7.54%. The pension board meets quarterly to review investments, market conditions, fees, and legislative updates. Changes to the pension board membership included the retirement of Miss Donna Pelletary, replaced by Mr. William Chin, and the resignation of Mr. James Daily, leaving one position to be filled.
