Reyn offered to work with the city on revising ordinances to improve clarity and function.
Ansonia Alders Accept Financial Reports, Claims, and Resignations
The Board of Alders accepted financial reports, vote recommendations, a refund report totaling $5,252.25, and department head monthly reports. They also approved claims for pothole damage: $51.99 for Felicia Boyd and $331.00 for Caitlyn. Additionally, they accepted late resignations from Irene Chrome Kirby and Edward Jones, and adjusted a reimbursement amount for Philene to $658.62. A late entry from the Economic Development Corporation was also accepted.
Resident Proposes Flag Display Standards for City Hall
Larry Bummel addressed the board requesting the adoption of a formal standard for flag display at city hall. He proposed that only the United States flag, the state of Connecticut flag, and the official city of Ansonia flag should be displayed on the city hall flagpole. He noted that he had prepared a document on this matter and believed it was to be discussed, but it was not on the current agenda. He requested it be brought up for the next month's meeting.
Ansonia Lost Over $1 Million in Federal Solar Tax Credits Due to Filing Failure
Gary Hail, special counsel, presented a concerning update on the city's ownership of solar energy projects, specifically the landfill solar project. He highlighted that due to the failure to file for the Investment Tax Credit (ITC) with the IRS by the previous administration, the city lost an estimated $767,000 to over $1 million in potential federal rebates. Hail explained that owning renewable energy projects is generally not financially advisable for municipalities due to tax credit limitations, and this oversight has significantly extended the payback period for the landfill solar project to approximately 38 years. He also noted that the city paid $5.7 million out-of-pocket for the solar panels.
Ansonia Library Children's Rooms Undergoing Repairs After Flood
The Board of Alders discussed the library's children's and teen rooms following a flood. Serve Pro has completed cleanup, and the rooms have been dried, though a musty smell remains. Public works will further cleanse and disinfect the areas, and a swollen door part needs replacement. Adjusters met with public works. While exterior work occurred, the children's room requires minimal repairs. Jen, the librarian, expressed concerns about program continuity and reopening timelines. Public works anticipates being on-site this week, hopefully allowing for reopening next week. The cause of the flood, possibly related to NPI's work on gas lines, is being evaluated by insurance adjusters.
