Twilla City Wastewater Treatment Plant Faces Capacity Challenges Amidst Growth
The Twilla City Council received a presentation on the challenges facing the city's wastewater treatment plant due to growth and aging infrastructure. The plant, originally built in 2000 with a capacity of 2.25 million gallons per day (MGD), now faces issues with an average flow of 2.9 MGD, exceeding its current treatment capacity of 3.4 MGD. A new headworks building allows for receiving nearly 8 MGD, creating a bottleneck. Key concerns include insufficient aeration in the oxidation ditch, a recent 'bug kill' affecting treatment capabilities, and the need for significant upgrades, including a second oxidation ditch and clarifiers, projected to cost $30-40 million. The city is also addressing bio-solids processing and UV disinfection upgrades. The council was informed of the critical need for funding and support for these essential infrastructure projects.
Twilla City Council Considers New Architectural Standards for Commercial Buildings

The proposed standards cover four-sided architecture, facade variations, roofline variations, exterior materials, mechanical equipment screening, and dumpster enclosures. The council expressed general support, with some discussion on applying standards to historic areas and the potential for retroactivity. Staff will continue developing the ordinance.
