City Council Work Meeting - July 8, 2026

Southwest Athletic Complex Project Update Presented to Council
The council received an update on the Southwest Athletic Complex project. The project has been broken down into phases for application purposes. Phase one includes five fields, three restroom facilities, a maintenance and operation building, and complex operations, with a projected budget of approximately half the total project cost. An alternative, Phase 1A, has been developed as a smaller 'Kickstarter' project with two fields, a restroom facility, and parking, with a projected budget of just over $12 million. An additional grant application for the TRCC grant was submitted for the roadways and trailhead, specifically requesting funds towards the trailhead, contingent on receiving the Zap Recreation Bond. Several meetings with private investors and potential partners have occurred, indicating interest but a desire to see further project development. The project is seen as addressing an underserved area, alleviating pressure on existing public parks, and potentially driving economic development.
Council Reviews and Proposes Enhancements for Community Service Scholarship Program
The council discussed the Thomas Butterfield Community Service Scholarship Program. The program has a current budget of approximately $2,200, with past award amounts of $1,000 for first place, $700 for second, and $500 for third. A recent change allows the committee to decide how these funds are allocated. Council members suggested several potential improvements, including updating the application to reduce redundancy between long answer prompts and essay questions, making the essay and interview equally weighted, and considering an increase in the scholarship amount due to rising college costs. There was also discussion about the verification process for community service hours and the timeline for recipients to claim their funds, with a suggestion to limit it to six months to avoid budget complications and administrative burden. The visibility the program provides to the city at high school award ceremonies was highlighted as a positive aspect. A preliminary budget of $3,000 was suggested for the upcoming year, with the flexibility to award 'up to' certain amounts.
