Ripen City Council Reviews Balanced Fiscal Year Budget, Notes Financial Trends and Debt Obligations
The council reviewed the fiscal year budget, which was presented as a balanced budget across all funds, including general fund, utility operating funds, free and road funds, and transit. The budget covers city operations, debt obligations, and capital projects. It includes transfers to capital funds for future replacement of equipment such as police cars and computers, as well as park and recreation equipment. Utility funds (water, garbage, sewer) will have 50% transferred to a reconstruction fund, with the remainder staying in operating funds. A $92,000 transfer is allocated to landscape districts that operate at a deficit due to older districts being unable to increase assessments. The council is monitoring general fund financial trends, noting that expenses have increased at a higher rate than revenues over the last four years, attributed to healthcare costs, unfunded Kapers liability, worker's comp deposits, and inflation. The lighting district's financial balance has improved since 2019 but is expected to be challenged by inflation and a static $42 assessment. Staff plans to bring back an engineering report next year to evaluate long-term financials and mitigation options. The budget also includes approximately $475,000 in contributions to various community organizations. A summary of the city's debt was presented, including utility bonds and RDA bonds, with plans for payoff and refinancing. The city has two economic incentive programs currently in place for commercial projects, with remaining reimbursements to be paid back through sales tax generated by the businesses.
Ripen City Council Introduces Annual Ordinance on Taxation Limits
The council reviewed the annual ordinance for fixing money raised by taxation, specifically addressing appropriation limits (GAN limits) as required by Proposition 4 passed in 1979. The current tax rate is zero, and the ordinance certifies that collected taxes are below the allowed ceiling. The council waived the first reading and introduced the ordinance.
California Highway Patrol Grant to Fund DUI Enforcement and Equipment Upgrades
The council discussed a grant opportunity from the Department of California Highway Patrol cannabis tax fund grant program. The grant aims to assist with impairment issues in communities. The traffic officer identified the opportunity, and the application was approved. The funds will support DUI saturation, DUI checkpoints, standardized field sobriety test training, the purchase of a new BMW motorcycle for the traffic officer, and a DUI enforcement SUV. This grant can be applied for annually.
Ripen City Council Declines Attendance at California League of Cities Conference
The council discussed whether to send a representative to the California League of California Cities conference. Historically, the city has not sent anyone, and some members felt there was no value to it. The council decided to decline sending a member to the conference.
