Council Approves New Well Installation for Long-Term Residents on Harlan Road
The Lathrop City Council considered a request for the installation of a new residential water well at 11674 Harlan Road, pursuant to Lathrop Municipal Code Section 8.36.040. The property is occupied by five families, all elders, who have relied on the same well for over 60 years. Connecting to the city's water system on Harlan Road was deemed cost-prohibitive, estimated at approximately $150,000, which is beyond the means of the residents living on fixed incomes. Drilling a new well is estimated to cost between $25,000 and $50,000. The city engineer confirmed that the municipal code requires city council approval for new wells when municipal water is available. The family's engineer indicated that the water table in the area is good, and the current well is aging. The council was presented with the option to approve the installation of a new well as a replacement for the existing one, as the families are not developing or expanding their properties. The motion to approve the consent calendar, which included this item, passed.
Community Events, Road Safety Improvements, and Office Hours Highlighted
Council Member Akinjo shouted out Chief Bramell for his participation in a 'Battle of the Badges' event, commending his dancing and leadership. She also mentioned Congressman Gray's office hosting district office hours in River Islands, which helped approximately 20 residents with mail issues. Further discussion involved the ongoing improvements at Spartan Road, where Public Works Director Brad Taylor reported a decrease in the severity of collisions since the installation of barriers, with all recent incidents resulting only in property damage, not injuries. Speeds have also reportedly decreased by about 10 miles per hour in the area. The council also discussed the need for a dedicated space for city events, as the Generation Center is becoming increasingly popular and may not be able to accommodate future events.
City of Lathrop Declares July 2026 as Parks and Recreation Month
The City Council proclaimed July 2026 as Parks and Recreation Month. The proclamation highlighted the multifaceted benefits of parks and recreation, including promoting physical, emotional, and mental health; creating memorable experiences through various programs for all age groups; increasing economic prosperity through property values, tax base expansion, and tourism; strengthening community identity by reflecting character and heritage; and sustaining natural resources through habitat protection and open space stewardship. It also noted the versatility of parks and recreation in providing vital services during emergencies. The proclamation affirmed the importance of access to local parks, open space, and facilities for the health, wellness, development, inspiration, and fun of all Lathrop citizens.
Resident Raises Concerns Over Driver Safety, Collision, and City Response
During the citizen forum, Tori Cortez addressed the council regarding driver safety education at intersections and a specific collision involving her daughter. She stated that her previous requests for driver safety education at intersections her children cross had gone unanswered. Cortez reported that on June 9th, her seven-year-old daughter was involved in a collision with a city finance department employee exiting the city hall parking lot onto McKee Boulevard. The incident report, according to Cortez, concluded the driver failed to yield, a violation of vehicle code 2804A, but the driver was not cited. Cortez also alleged administrative retaliation, citing communications between Chief Seeley and Captain Berries that she interpreted as pre-judging her motives. She presented four action items for the council: 1) direct staff to publicly release all camera and body-worn footage by July 15th; 2) direct staff to create a language access policy, noting the city currently has none despite a significant non-English speaking population; 3) extend the Measure C oversight structure to civic responsiveness, tracking safety request response times; and 4) have the council state clearly whether they share her agenda of safer streets for children or align with the police department's perceived position. Cortez emphasized her commitment to advocating for safer streets and driver education.
City of Lathrop Welcomes New Permit Technician to Building Department
The City Council welcomed Lawanna, a new employee who has joined the city as a permit technician in the building department. She will report to Zach Carver and will be located at City Hall. Lawanna brings significant experience from both the private sector, most recently with a local home builder, and previous public sector experience with another municipality. Her positive attitude, strong interpersonal skills, and welcoming demeanor were highlighted as key attributes for her forward-facing role, which involves processing permits for various construction projects from small patio structures to large commercial facilities like Sam's Club or Tesla. Lawanna expressed her long-standing connection to Lathrop, having moved there 20 years ago, and her happiness to now be an employee of the city.
