The council voted to continue the discussion to the July 21st meeting to gather more information on usage policies, controls, and cost-sharing based on usage.
Rancho Palos Verdes Council Advances Plan for New Landslide Abatement District Amidst Cost Concerns
The city council received an update on the process to establish a new, third Geologic Hazard Abatement District (GHAD) in the Portuguese Bend landslide complex. Staff presented three options: stopping the process, forming a third district as originally intended, or pursuing one larger, unified district. Dissolving existing districts is not recommended at this time due to ongoing litigation.

PVHS has been seeking a permanent location since 2006 and proposed a 5,000 sq ft museum, potentially utilizing missile silos and above-ground space at the Civic Center, as part of a larger cultural arts zone. PVHS committed to covering design and construction costs, while the city would initially cover staffing and maintenance (estimated at $450,000 annually). The council voted to receive and file the report, and direct staff to work with the city attorney to draft an MOU with PVHS, outlining scope and framework, to be brought back for future consideration.
