Malala Planning Commission Approves U-Haul Self-Storage and Truck Rental Facility
The Planning Commission considered a consolidated quasi-judicial land use application for a new self-storage and truck rental facility, including site design review, a conditional use permit, and two adjustments for window transparency requirements. The application was submitted on March 4th, 2026, deemed complete on April 6th, 2026, and publicly noticed accordingly. The proposed facility is located at lots three and four of the Malala Industrial Park subdivision, addressed at 545 Oregon 211/West Main Street. The commission reviewed the applicable criteria and heard testimony from staff and the applicant. The staff recommended approval subject to conditions of approval, including recording the final plat, ensuring emergency access and code standards, obtaining building permits, marking driveways, installing specified walkways, altering lighting poles to 20ft, including bicycle parking, providing canopy coverage, screening ground-mounted equipment, obtaining ODOT permits, revising the traffic impact analysis, paying proportionate share of signal construction costs, submitting separate engineering drawings for utilities, dedicating necessary right-of-way if subdivision conditions are not met, and submitting turning radius templates. A significant condition involved the city's request for right-of-way dedication for the installation of pressure-reducing valves (PRVs) due to high water pressure issues, which the applicant was amenable to. The commission approved the application with all conditions by a unanimous vote.
Wastewater Treatment and Water Intake Projects Advance with Cost Savings and Federal Funding Efforts
Updates were provided on the wastewater treatment plant project, which is approximately 60% complete. Significant cost savings have been achieved through project resequencing, including incorporating sludge removal into the first phase, saving an estimated $2.9 million. The biosolids management plan is being updated to include land application, projected to save approximately $250,000 in trucking and disposal costs. Additionally, an application for $380,000 in federal community project funding is in committee for the wastewater treatment plant, which could cover costs for headworks coverings. The project has seen progress in concrete work, control building construction, and installation of biosolids processing equipment. The water intake project is nearing 30% design, with $1.092 million in federal funding secured, offsetting about 20% of project costs. Staff highlighted the complex federal grant application processes involving multiple platforms (ID me, login.gov, EPA's grant portal, SAM, Treasury's portal) and extensive training required to access funds.
Community Development Projects, School Construction, and Council Elections Highlighted
Updates were provided on several community development initiatives. The Malala Industrial Park subdivision is nearing final recording with Clackamus County. A school construction project is progressing rapidly with framing, truss lifting, roof building, and floor truss installation underway, along with road work and utility installation (piping for fire hydrant, storm) on Lynn Lane. The urban renewal district expansion is being considered to include the fire department's property. Additionally, the city is preparing for upcoming elections for three city council seats, with two expiring terms and one eligible for re-election.
