Urban Renewal Commission Approves Sale of Two City Properties
The Urban Renewal Commission approved the authorization for the Executive Director to list two properties for sale: 313 South 2nd Street and 214 Tomwater Drive. These properties were purchased by the Auron Agency in 2007. The property at 313 South 2nd Street is approximately 2,200 sq ft and was purchased for $244,000, while 214 Tomwater Drive is approximately 1,600 sq ft and was purchased for $235,000. The Commission determined these properties are no longer needed. Both are currently vacant. A key issue was that the deeds were incorrectly recorded, listing the City of Oregon City as the owner instead of the Oregon City Urban Renewal Agency, and staff is working to correct these deeds. Upon correction, the properties will be listed for sale.
Clackamet Cove Water Quality and Environmental Concerns Discussed
The Commission discussed the rewilding and water quality of Clackamet Cove. Heidi Shafford, an advocate for the cove, spoke about its value as a recreational resource for swimmers, paddle craft users, fishermen, and wildlife observers. She highlighted the ongoing rewilding efforts over the past 20 years and the need for improved water quality, advocating for the removal of hazardous waste and the continuation of a motor-free environment. The Commission also received an update on communications with the Clackamas County Sheriff's Department regarding the removal of a dilapidated boathouse, mentioning cooperation on mitigation work, blackberry removal, and erosion control. A future agenda item for July 1st was noted regarding the renewal of a one-year monitoring contract for Cove water quality.
ODOT Seeks Temporary Easement for Highway 99E Maintenance
The Commission received a request from the Oregon Department of Transportation (ODOT) for a temporary access easement for maintenance work on Highway 99E near the Clackamas River. The easement would be located on the cove side of 99E, adjacent to the drive aisle leading to the Gladstone water intake facility, running north and south from Main Street Extension towards the facility. The Commission will consider two options in July: authorizing an appraisal process and compensation for the use of the easement, or allowing temporary use without appraisals and compensation, similar to a previous arrangement around a quiet zone.
