The URA committee recommended approval, despite initial discussions about awarding grants to vacant buildings, with assurances from the property owners that they are actively working towards tenanting the property and have already undertaken other improvements. The resolution authorizing the City Manager to enter into the grant contract passed with a 4-2 vote.
Lynn Allen Appointed to Urban Renewal Advisory Committee
The Urban Renewal Agency (URA) appointed Lynn Allen to the McMinnville Urban Renewal Advisory Committee through December 31, 2027. Allen, a resident of the city for two years, was selected from five applicants based on her strong background in business and business development. The interview committee, consisting of the Mayor, council members, and staff, felt her fresh perspective and business acumen would be valuable in reviewing projects and advising the URA. Her appointment fills the vacancy left by Dave Rucklas upon his retirement.
Council Leans Towards Option Two for Aquatics Facility, Prefers May 2027 Bond
The council reviewed updated renderings and discussed three options for a new aquatics facility, including varying numbers of lanes, spectator seating, and additional amenities. Option two, an eight-lane, 25-yard stretch pool with a movable bulkhead and retractable bleachers in the gymnasium, along with a community room, emerged as the preferred choice. The council also debated the timing of the bond measure, with a preference for a May 2027 date to avoid immediate escalation costs, despite staff highlighting the intensive workload associated with that timeline. The cost for the preferred option, including the community room and gymnasium bleachers, was estimated to be around $90 million, a reduction from previous estimates due to refined planning. Discussions also touched upon site work, contingency funds, and the potential use of surplus funds for other city projects.
City Council Approves Updated Building Fee Schedule with Affordable Housing Incentives
The City Council adopted Resolution number 2026-25, approving an updated building fee schedule. The schedule incorporates a 2.9% Consumer Price Index (CPI) adjustment, aligning with planning and engineering fees. A notable feature is a 50% reduction in building permit fees for qualifying affordable housing projects, capped annually at $75,000. This reduction has been in place since 2017. The system is designed to operate like an enterprise fund, with fees supporting building program services. The cap has been reached in years with large affordable housing developments, such as the Stratus and Valley Vista projects. The possibility of using construction excise tax funds to backfill fee reductions for subsequent projects in a given year was also discussed as a potential mechanism to ensure continued support for affordable housing initiatives.
