Downtown Bicycle and Pedestrian Safety Study Update Presented to Council

The City Council received an update on the downtown bicycle and pedestrian safety study, which is currently refining recommendations. The study also evaluated signal timing and progression, proposing speed reductions on ODOT facilities by 5 mph and on city streets from 25 mph to 20 mph, with some exceptions. Alternative analyses showed improved progression and reduced delay and carbon emissions with reduced speeds. The city is coordinating with ODOT on proposed changes, noting ODOT's authority over its facilities. Discussions also addressed extending leading pedestrian interval (LPI) times, with staff indicating a need for data from the current 3-second LPI before considering longer durations. Public commenters raised concerns about study area scope, ODOT's jurisdiction, LPI timing, and the need for more aggressive safety measures, while staff emphasized the project's focus on low-cost, implementable solutions and ongoing collaboration with ODOT.

CATS Approves Revisions to Governance Code, Discusses Appointment Process and Public Engagement

The Commission on Accessibility, Transportation, and Safety (CATS) discussed proposed revisions to Chapter 5 of the Salem Revised Code, which governs its structure and functions. Key changes included moving the commission's purpose statement to the beginning of the chapter, removing a repetitive section on commission creation and appointment, and combining sections on advisory functions. A significant addition includes decision-making criteria for hearings and recommendations, emphasizing compliance with adopted city policies (including the comprehensive plan and transportation system plan), federal, state, and city standards, and the impartial evaluation of all sides of an issue. Legal review prompted these consolidations and clarity improvements. There was a discussion about whether the commission should have the ability to initiate agenda items at its discretion, beyond responding to requests from the Public Works Director or City Council. While some felt the current wording implicitly allowed for this, others proposed edits to make it explicit. Ultimately, the commission voted 4-1 to recommend the proposed changes to Chapter 5, with staff directed to address minor editorial changes, including changing the word 'facilitating' to 'encouraging' in relation to public engagement. The bylaws regarding these changes will be addressed at a future meeting. Additionally, the commission was updated on current vacancies and the appointment process for new members, as well as upcoming public engagement opportunities for the Salem Safe Streets for All action plan and the Fisher Road urban upgrades project.
