Additionally, the director discussed pedestrian access at the Cardinal Courts, noting that while ADA access is available via Dove Road, steps could be added from Cardinal Road at an estimated cost of $15,000-$20,000. The board discussed the possibility of using existing allocated funds for these repairs or improvements, with options to be presented.
Township Approves Roof Repairs, HVAC Maintenance, and Fleet Management Software
Under Parks and Recreation, the board approved three procurement items: 1) Emergency roof repairs for the administration building's front entranceway overhang from Jay Tredder and Sons Contracting Inc. for $11,860. 2) A three-year HVAC maintenance program for select township facilities from Landis Bon Bonfo Co-stars Contract for an annual cost of $46,273, confirming it is budgeted. 3) A three-year software subscription agreement from Fleet Rock LLC for fleet management software at $8 per unit per month for 70 units, totaling $6,720 annually.
Township Approves Settlement for Tax Assessment Appeal with Minimal Financial Impact
The board authorized the execution of a stipulation to settle a tax assessment appeal for Floral Veil LLC (property at 600 Township Line Road), which began in 2021. The township's financial impact from this settlement is $5,324 over the years 2022-2026, underscoring why the township typically does not actively participate in such appeals due to its smaller percentage of tax collection compared to the county and school district. The settlement has been agreed upon by all parties, including the taxpayer, county, board of assessment, and school district, and only requires the township's signature. Questions arose regarding the property's potential future reassessment if its use changes, to which the solicitor responded that assessments are generally changed when permits are pulled, and a change in use could lead to an increased assessment.
Board Directs Staff to Advocate for State Legislative Action on Millage Caps and Reassessment
During the finance report, Supervisor Ross raised concerns about not receiving the final presentation slides ahead of the meeting and difficulty viewing them on screen. He requested that future presentations be emailed in advance. The solicitor noted that while a motion cannot be made on items not on the agenda, staff can be directed to act. The board then directed staff to draft and send a letter to their state senator, state representative, and the entire Bucks County delegation, advocating for legislative action to address millage caps and property reassessment, referencing PATS resolution 2511 and pending state bills. This action was taken as a consensus direction from the board.
Township to Repair 911 Memorial Fountain; Foundation Contribution to be Explored
Regarding the 911 Memorial Garden of Reflection Fountain, the board discussed repairs needed for a variable frequency drive that controls the pump. The estimated repair cost is $4,571. A motion was made and seconded to approve the repairs. A question was raised about whether the 501c3 associated with the garden could cover the cost, as the endowment was established for such expenses. The solicitor noted there is no written agreement obligating them, but staff will engage with the foundation. The motion to proceed with repairs was approved 5-0, with the understanding that staff will reach out to the 501c3 to confirm their participation.
