Northampton Township Adopts Ordinance Regulating Electrically Motorized Devices to Enhance Safety
The Board of Supervisors opened a public hearing and subsequently approved an ordinance establishing regulations for electronically motorized devices (EMDs), such as e-bikes, e-scooters, and electric motorcycles. The ordinance prohibits EMD use by individuals under 16 in township parks, open spaces, trails, and parking lots, and requires all operators to wear approved helmets, yield to pedestrians, and operate in accordance with state motor vehicle laws. Enforcement will be handled by the township police department, driven by safety concerns for the public, local businesses, and EMD operators.
Northampton Township to Increase Delinquent Tax Revenue by Adopting New Collection Fee Ordinance
The Board of Supervisors considered and authorized the advertising of an ordinance to amend the township code regarding delinquent real estate tax collection fees. The ordinance will appoint the Bucks County Tax Bureau as an alternate collector and establish a fee of 5% of face value, plus interest and penalties. This change moves from the current system where the county collects 100% and remits 95% to a new method where the county collects 105% (including interest and penalties) and remits 100% to the township, thus increasing the township's revenue from delinquent taxes and relieving non-delinquent taxpayers from collection costs.
Holland Middle School East Expansion Approved with Land Development Plan
The Board of Supervisors considered the final plan of land development for Holland Middle School East. The project involves a 10,720 square foot addition to the school to accommodate more students from the local area. The development includes new sidewalks and walkways. The township granted a waiver for the park and recreation fee, requiring payment of 70% of the permit fee instead, and stipulated other conditions including municipal authority approval and an escort agreement for stormwater management.
Northampton Township Receives Over $2.4 Million in State Grants for Stormwater and Pedestrian Safety Projects
The Board of Supervisors received funding for two projects. The first, a $364,027 grant from the Small Water and Sewer Fund, will support the Tanner Estate Basin retrofit to improve stormwater management and water quality in the Namabnney Creek watershed. The second grant, totaling $2,100,171, will fund four pedestrian safety projects: village of Richboro pedestrian lighting, enhancements to four high-priority pedestrian crossings near schools, construction of the Rock Trailway, and the Richboro sidewalk project.
Northampton Township Approves Maintenance Agreements for Roundabout Project and Seeks Grant for New Traffic Signal
The Board of Supervisors considered and approved two consent items related to traffic infrastructure. First, Resolution R26-12 authorizes the execution of maintenance agreements for the Jacksonville Road and Alms House Road roundabout project, with the township responsible for routine maintenance of landscaping, sidewalks, signs, pavement markings, and lighting. Second, Resolution R26-13 authorizes the submission of a grant application to the Pennsylvania Commonwealth Financing Authority for a traffic signal at the intersection of East Holland Road and Holland Road, estimated to cost $443,875, based on safety concerns and traffic warrant analysis.
