Middletown Township Considers Allowing Backyard Chickens with Strict Regulations
The Middletown Township Planning Commission discussed a proposed amendment to the zoning ordinance to allow the keeping and raising of chickens on residential properties in specific zoning districts (RA, R1, R2). The proposal includes regulations on lot size, number of chickens, confinement, coop/run location and size, setbacks, and sanitary requirements. Extensive community engagement, including social media polls and direct outreach, indicated significant public support for the change. While some residents expressed concerns about enforcement, potential nuisances like rats, and the need for licensing and inspections, others highlighted the benefits of chickens for pest control, education, and emotional support. The commission recommended approval of the proposed text changes with the condition of a licensing and inspection process.
Street Lighting Added to Namin Springs Townhome Community
PY Homes sought approval for an amendment to the previously approved Namin Springs land development plan to add street lighting to a 66-unit townhome community. The original plans did not include street lights. The planning commission recommended approval based on compliance with township review letters, including those from Remington and Vernick Engineers, Pannonian Associates, and the Environmental Advisory Council. The addition of street lights meets all township ordinance requirements and was deemed necessary due to their inadvertent omission from the original plans. The project is located at 1700 Woodburn Road.
7 Brew Drive-Through Coffee Shop Approved for Langghorn Square Shopping Center
A proposal to develop a portion of the Langghorn Square Shopping Center parking lot into a 510 sq ft 7 Brew drive-through coffee shop was reviewed. The applicant, Federal Realty, requested several waivers, including one for stormwater management, which they later confirmed they could meet. They also requested a waiver for sidewalks, proposing a fee in lieu. Other waivers related to concurrent submission of preliminary and final plans for drainage pipes and curb lines were also requested. Discussions focused on traffic impact, easements for traffic signals, and pedestrian crossing improvements (ADA standards). The planning commission recommended approval with conditions, including addressing comments from various review letters and complying with the Bucks County Planning Commission review. A key condition (Item G) allows construction to proceed while addressing traffic signal easements and pedestrian pole installations, with final occupancy contingent on full compliance.
George School Campus Master Plan Approved with Conditions
The Middletown Township Planning Commission reviewed a master plan for the George School campus, which includes a multi-year vision for improvements and seven discrete projects. Since the last review, the first phase, improvements to the Walton Performing Arts Center, has been approved and is ready to begin. A new addition, an indoor equestrian center, has been prioritized as phase two. The master plan and companion agreement aim to provide George School with a framework for campus development over the next 15-20 years, with the understanding that detailed engineered plans will still be required for each individual phase. The plan does not anticipate an increase in school enrollment, but rather aims to enhance the educational experience for existing students. The commission recommended approval of the conceptual master plan and campus master plan report, with the condition that the master plan approval agreement be to the satisfaction of Middletown Township.
