Select Board Appoints Representative to Regional School District's Strategic Planning Team

Town Administrator Reports Strong Q4 Achievements Amidst Budget Challenges

The Town Administrator presented the fourth quarter goal update, detailing accomplishments across five key goals. Notable achievements include finalizing and implementing a website upgrade, publishing weekly town administrator reports, reworking the citizens' guide, researching revenue opportunities like a meals tax (which was passed), increasing delinquency fees, improving investment income significantly, developing a three-year financial outlook, exploring town council RFPs and changing the town council to MTC, renegotiating IMA agreements for water allocation with Tauton and exploring with New Bedford, managing the Holland Road property and proposing earth removal fee changes, tracking SHI to 10%, moving to a new health insurance group (Mayflower Health Group), overseeing the implementation of the capital plan (including the new fire station), and managing the Route 79 project efficiently, staying under budget.

Town Administrator Authorized to Sign Chapter 90 Contract Amendment for Road Funding

The Select Board authorized the Town Administrator to sign a Chapter 90 contract amendment, which is a standard agreement for state road work funds distributed every 10 years. While the contract is described as standard, the Board sought assurance that town council would review it. The amendment binds the town to the state's contract terms. Approving this amendment will allow the town to receive hundreds of thousands of dollars in Chapter 90 funding.

Article 4 Proposes General Stabilization Funds as Fallback Budget Measure

Article 4, also a citizens' petition, was presented as another fallback option, proposing to allocate $914,000 from general stabilization funds. This amount was noted as being $190,000 less than the school district's request due to a potential number error identified in a previous school meeting. This article also requires a two-thirds majority vote due to the use of general stabilization funds. The article was presented as a less ideal but necessary option to move forward.

Article 2 Faces Legal and Procedural Hurdles Regarding Levy Limits

Article 2, a citizens' petition, was discussed as an alternative to Article 1. It aimed to open up the entire budget and make different funding types available, including increasing the limit on free cash transfers and using general stabilization funds. However, it was noted that the article, as written, exceeded the town's levy limit and would be unlawful without amendment. The Finance Committee clarified that they do not typically vote on citizens' petitions, and the article requires a two-thirds majority vote due to the inclusion of general stabilization funds.
