Millicent Library Seeks CPC Funding for Climate Control and HVAC Upgrades
The Millicent Library Trustees presented a request to the Community Preservation Committee (CPC) for funding debt repayment related to climate control and historic preservation upgrades. The project involves upgrading the heating system and installing HVAC, with engineering studies completed. The estimated cost for bonding is approximately $1.748 million, with annual payments projected around $150,000-$155,000 over 12-15 years. The library has a unique relationship with the town, being a town-owned building run by a separate non-profit corporation, and has not had capital improvements since 1968. The CPC is aware of the request, has not yet voted on it, and will follow its standard application process. Questions arose regarding the use of CPC funds, potential impacts on other applicants, the town council's review, legal opinions on long-term commitments, and contingency planning. The presentation aimed to inform the Finance Committee and Select Board as they begin discussions for fiscal year 28.
Atlas Tech Working Group to Continue; New Charge to Be Discussed
The Select Board discussed the Atlas Tech Working Group. While acknowledging the group's significant progress and dedication, some members felt its original charge was met and suggested sunsetting it, potentially forming a new group later if needed. Others strongly advocated for the group's continuation, emphasizing its role as a liaison with EPA/DEP and its value in community engagement and knowledge retention. The board voted to allow the Atlas Tech Working Group to continue meeting, with representatives to discuss a revised working charge at the July 27th meeting. Mr. Chapillo was appointed as the Select Board liaison to the group.
Lila Cabral Bernard Appointed to Millicent Library Board of Trustees
Lila Cabral Bernard was appointed to the Millicent Library Board of Trustees for the remainder of the current four-year term, expiring June 30th, 2029. Bernard, a lifelong library patron and former professional librarian, expressed her honor at the appointment and her belief that a strong library reflects a strong community.
Special Bylaw Review Committee Appointed to Align Bylaws with Town Charter
The Select Board appointed members to a Special Bylaw Review Committee, tasked with bringing town bylaws into conformity with the recently adopted town charter. Six members were appointed: Kathy Melanson, Brenda Lee Smith, Robert Espendola, Lila Cabral Bernard, Robert Grinrod, and Morgan DeWicky. The board initially considered appointing five members but ultimately voted to expand the committee to seven, with applications open for the seventh position until July 20th. The committee's term will end in June 2027. Applicants emphasized their prior experience with the charter commission and their ability to efficiently review and amend bylaws.
Budget Task Force Established to Identify Cost-Saving Opportunities
The Select Board voted to establish a Budget Task Force, an advisory committee to review municipal operations and identify cost-saving opportunities. The task force will consist of nine members: seven voting members and two non-voting liaisons. Its purpose is to support the Town Administrator, department heads, and employees in strengthening long-term financial sustainability while maintaining service quality. The task force will explore options like privatization, regionalization, and outsourcing. Applications for the seven voting positions will be accepted until August 5th, with the committee's work expected to span multiple years.
