Balfur Forbatty Selected as Preferred Design-Build Firm for Hilltop Needmore Town Park
The Town Board considered the selection of a design-build firm for the Hilltop Needmore Town Park project. The timeline for the request for qualifications (RFQ) was noted as being shortly after the adoption of the FY27 budget, similar to the process for Fleming Loop Park improvements.

Town to Implement Stage Two Water Restrictions in Accordance with Raleigh's Measures
The town is implementing Stage Two water conservation measures, mirroring restrictions set by the City of Raleigh due to declining water levels in Falls Lake, which is currently at 60% of its water quality pool and experiencing exceptional drought conditions. While Raleigh has gained approval to enact its Stage Two restrictions, Fuquay-Varina is contractually obligated to follow suit if Raleigh implements them, to avoid jeopardizing its water supply. Current Stage Two measures would prohibit all irrigation, a significant communication issue for the town. The town's water usage for irrigation is approximately 250,000 gallons per day, a substantial portion of its total water use. Board member questions clarified that other neighboring municipalities drawing from the Cape Fear River Basin are at different stages due to their water sources. The board previously authorized management to implement conservation measures when necessary.
Wastewater Treatment Plant Expansions Progressing on Schedule and Under Budget
The town is updating the public on two significant wastewater treatment plant construction projects: the Terrible Creek Wastewater Treatment Plant expansion and the North Hornet Regional Wastewater Treatment Plant expansion. The Terrible Creek project is expanding capacity from 3 to 6 million gallons per day with a budget of approximately $5 million for design and $64 million for construction, and is currently under budget and ahead of schedule. The North Hornet project is expanding capacity from 2.6 to 6 million gallons per day, with an investment of $44 million for a total project cost of $109 million (or $111 million), and is on pace to complete in February 2028. Both projects involve significant infrastructure upgrades, including new influent and effluent lines, nutrient removal tanks, clarifiers, and filtration systems, as well as administration and maintenance buildings. The North Hornet project is a partnership involving Hornet County, Andrew, and Lillington.
