Preliminary Q4 Financial Report Shows General Fund Deficit; Year-End Expected Near Break-Even
The Town Council received the fourth quarter fiscal year 2025-2026 financial report. Preliminary numbers show a $2.2 million deficit in the general fund. Finance Director Beck explained that this is not unusual for a Q4 report presented so soon after the fiscal year end, with significant accounting work, including accruals for sales tax revenue, state revenues, payroll expenses, and pending invoices, still to be completed. He anticipates the final year-end position to be close to break-even. Councilmember Singleton inquired about the benefit of delaying the Q4 report to allow for more accurate numbers, suggesting reporting at the second August meeting instead of the current cadence. Mr. Beck agreed this would benefit the Q4 report.
Community Events Scheduled; Youth Engagement Highlighted; Major Road Closure Announced
Several community events and initiatives were highlighted. The Town Manager's report included updates on upcoming events such as Coffee with a Cop, a Back to School Bash (seeking volunteers and supplies), a summer camp production, Friday Family Flicks, and a blood drive. Applications are being accepted for the Garner Youth Council for the 26-27 school year. A significant road closure on East Garner Road between Auburn Knightdale Road and Rock Quarry Road is in effect through late August due to the Complete 540 project, with communications efforts praised for clarity. Councilmember Stallins shared positive experiences participating in the Community of Hope Future Leaders Camp's mock council, praising the youth's engagement and ideas. Councilmember Matthews echoed this sentiment, emphasizing the importance of grooming youth for the future and expressing pride in Garner's community involvement.
Multiple Transportation Projects Advance, John Sausage Road Delayed by Environmental Review
The Town Council reviewed updates on several transportation projects. The Aversboro Road and Garner Road sidewalk project is nearing completion, with final work expected in August. Construction for Bryan Road improvements, including sidewalk addition and road widening near Bryan Road Elementary, will begin in August. The John Sausage Road project is progressing, with the completion of an environmental impact document (categorical exclusion) required for NCDOT LAP funding. This document has caused a delay of approximately 4-5 months, pushing the anticipated construction start to Fall 2028. Conflicts with a gas line have been identified and are being addressed in the design. The Randmill Streetscape and Parking Improvements Project is under construction downtown, with expected completion in September, despite encountering a water line conflict. The US 70 street lighting project's first phase is expected to begin construction within two to three weeks. Updates were also provided on South Corner Greenway, noting ongoing work to resolve utility conflicts and determine final right-of-way needs, with acquisition discussions anticipated in several months.
Conditional Rezoning for Senior Housing and Mixed-Use Development Moves to Planning Commission
The Town Council held a public hearing for a tier one conditional rezoning request (CZ26002) for property at 7615 1010 Road. The applicant, Worth Mills of Longleaf Law Partners, on behalf of Liberty Healthcare, requested the rezoning to CMX conditional to facilitate an active adult retirement community and supporting commercial/office development. The proposal includes up to 410 age-restricted multi-family units, 40 townhomes (at least half age-restricted), and 69,000 square feet of non-residential development. The property is currently zoned residential rural agricultural and is 31.24 acres. Council members discussed traffic impacts, the tier one vs. tier two rezoning approach, and the need for specific written conditions, particularly regarding potential tax credits and the inclusion of affordable housing language. The council voted 4-1 to refer the case to the Planning Commission for review and recommendation.
Town Council Refers Zoning Text Amendment to Allow Funeral Homes in Neighborhood Mixed-Use District to Planning Commission
The Town Council considered a zoning text amendment (ZTA 26-002) to add funeral homes as a permitted use in the Neighborhood Mixed-Use (NMX) district. This amendment aims to correct a 2022 oversight in the Unified Development Ordinance (UDO) that rendered existing funeral homes non-conforming. Staff presented information on two existing funeral homes: Brian Lee Funeral Home (with a crematorium) and Chappelle's Funeral Home (without a crematorium), both located in the NMX district. While the initial request focused on permitting funeral homes, the applicant for Brian Lee Funeral Home also expressed interest in addressing crematorium conformity in a future amendment. The council voted unanimously to refer the zoning text amendment, as presented (without crematorium changes), to the Planning Commission for review.
