Windendell Town Board Opens Public Hearing for FY2026-2027 Budget, No Property Tax Increase Proposed
The Town Board of Commissioners reviewed and opened the public hearing for the fiscal year 2026-2027 budget. The proposed budget does not include a property tax increase, with rates remaining at 42 cents per $100 value. New fees for engineering and inspections, a $2 solid waste fee increase, and updated stormwater fees based on impervious surface calculations are included. The budget maintains a general fund reserve of at least 40% and addresses debt service payments for transportation bonds. Significant capital projects are outlined, including downtown streetscape improvements, parking enhancements, UDO updates, and the Carver Community Center. Staff highlighted the town's commitment to a 'people first' policy, maintaining core municipal services, and addressing growing capital needs. Employee compensation includes a 3% increase and flexibility between health reimbursement and life balance accounts. The total recommended balanced budget is $58,454,498 after transfers, with a general fund balance reserve of 40.3%. The budget is prepared to meet the Government Finance Officers Association's distinguished budget presentation standard for the seventh consecutive year. The public hearing was opened, with adoption scheduled for the next meeting on June 8th.
Town Approves $496,995 Contract Amendment for Major Roadway Design Projects
The Town Board approved a contract amendment for VHB for design services related to the Windendell Falls Parkway and Eagle Rock Road intersection, as well as the Wendell Boulevard and Eagle Rock Road intersections. The amendment, in the amount of $496,995.76, brings the total contract price to $1,270,643.07. The increased scope includes additional survey work and extended project limits. These roads are maintained by NC DOT, but the town is undertaking the improvements due to DOT's longer timelines, to mitigate negative impacts on residents. The project is designed for the buildout of the transportation plan and includes extending the project to Jake May for golf cart and pedestrian access. The town is also coordinating with developers to consolidate construction for efficiency. Design drawings are expected to reach 60% completion with this amendment, with further amendments planned to reach 100% drawings and proceed to construction, which is budgeted for the following year.
