Glacier Construction Awarded Contract for Wastewater Treatment Plant Expansion
The City Council approved a resolution to award a construction contract to Glacier Construction Company for improvements to the wastewater treatment facility. Merrick Engineering handled the design work to meet current and future CDPHE regulations. The project involves numerous upgrades and additions to the facility. Bids were opened on July 9th, with two primary bidders: Felon (bid amount $49,885,785) and Glacier Construction (bid amount $44,393,000). A separate bid for a system integrator from Timberline was $2,888,926. Both contractors have prior experience with Timberline. The approval allows for the expenditure of bond proceeds and aims to begin construction in August or September, with completion anticipated by the end of 2027. The project is a culmination of significant effort to bring the facility up to regulatory standards.
City Advances 'Light the Navajo' Initiative and Nears Completion on Storm Project
The City Council received updates on ongoing projects, including the 'Light the Navajo' project and storm project progress. For 'Light the Navajo,' the city sent two apprentices and one lineman to help bring electricity to homes on the Navajo Reservation, providing them training hours and making the municipality the first in Colorado to participate in this program. The storm project is nearing completion, with the 60-in pipe installation finished and secondary storm lines being tied in. Preparation for water line replacements is underway, with installation expected to take two days. Paving and patching are scheduled to follow, with the goal of reopening Main Street soon. These efforts are part of ongoing paving projects across the city.
City Council Adopts Final 2025 Financial Audit
The City Council reviewed and unanimously approved a resolution to accept and adopt the final 2025 financial audit. Representatives from Clinger Hangarman, Randy Watkins and Melissa, presented the audit and financial statements. While draft statements were previously distributed, minor cosmetic edits were made. The audit was performed in accordance with auditing standards and governmental auditing standards due to federal funding exceeding one million dollars. Unmodified opinions (clean opinions) are expected on the financial statements. The audit report highlighted a correction of an error from 2022 involving a note receivable from a developer, which resulted in an adjustment to the beginning net position and fund balance. Two material weaknesses were identified: one related to the note receivable error, and another concerning the scheduling of a federal program on the Schedule of Expenditures of Federal Awards. A significant deficiency was also noted regarding financial reporting discipline due to identified errors. The single audit received an unmodified opinion with no material weaknesses or significant deficiencies. The city will be making further cosmetic changes to the financial statements.
City Police Department Authorized to Apply for Behavioral Health Support Grant
The City Council considered and approved a resolution authorizing the police department to apply for a grant for peace officer behavioral health support and community partnerships. The grant is for $24,500 and is funded by Dola. This funding will support wellness checks with a psychologist, the peer support program, and provide access to the 'guide app' for financial wellness and mental health support for officers. The grant is 100% funded and requires no financial obligation from the city. The resolution to apply for the grant was approved unanimously.
City Approves Fee Waivers for Community Events, Including Hispanic Heritage Festival with Beer Garden
The City Council approved resolutions for two community events: the 'Break the Silence' 10th-anniversary program expansion and the Fort Morgan Area Chamber Hispanic Heritage Festival. Both events received waivers for in-kind services and fees. For 'Break the Silence,' the council recommended continuing fee waivers, advising against making them part of budget cutbacks. For the Hispanic Heritage Festival, the approval included allowing for a beer garden on public property, distinguishing it from the 'Break the Silence' event. Both resolutions passed unanimously. Mr. Ray recommended moving forward with these waivers, emphasizing consistency for the season and deferring discussions about future fee structures to 2027.
