Element Construction Awarded Bid for 2026 Convention Drive Project
The City Council approved awarding a bid for the 2026 Convention Drive project to Element Construction for $1,057,305.05. Four responsive bids were submitted, and Element Construction was the lowest bidder. The city's original engineer's estimate for the project was $1,075,000, meaning the awarded contract is slightly under budget. This project involves improvements to Convention Drive.
Elko Vacates River Street Right-of-Way, Grants Utility Easement
The council approved the vacation of a portion of River Street right-of-way (approximately 1,700 square feet) adjacent to APN 001630010, owned by Iva Christensen of the Pamela Caldwell Family Trust. This vacation was deemed excess right-of-way by staff, not necessary for current or future roadway use, and would not materially injure the public. Following the vacation approval, the council also approved a grant of easement for public utilities over the vacated area. This easement allows utility companies access to the now-private land for their infrastructure. Southwest Gas required a separate easement from the property owner, which is being processed.
Elko Transfers Bond Cap to Nevada Rural Housing Authority to Boost Homeownership
The City Council approved a resolution to transfer its 2026 private activity bond (PAB) cap to the Nevada Rural Housing Authority (NRH). Bill Brewer, Executive Director of NRH, explained that PABs allow the city to issue tax-exempt debt, which NRH uses to fund single-family housing programs. Since 2006, Elko has benefited from $100 million in mortgages for 425 homebuyers, facilitated by $15 million in transferred bond cap. The transfer of Elko's approximately $1.5 million cap allows NRH to combine funds from various communities for greater impact. The council supported the program, highlighting its benefit to first-time homebuyers and its low risk to the city.
Elko Council Approves Floodplain Variance for Douglas Street Property
The council approved a variance request for a property at 729 Douglas Street to allow existing finished floor elevations to remain, as they do not fully meet the city's code requirement of being two feet above the base flood elevation (BFE). While all three structures on the parcel meet FEMA's requirement of being at or above BFE, none meet the stricter city code. The variance allows the structures to remain at elevations 0.3 feet and 1.7 feet above BFE. The council members present declared conflicts of interest and abstained from voting, but the motion to approve the variance passed.
Two New Members Appointed to Elko Parks and Recreation Advisory Board
The Elko City Council appointed Jay Holliday St. James and Bailey Billington Benson to the Parks and Recreation Advisory Board. Both positions are for the remainder of terms expiring June 30th, 2027. Holliday, with experience in children's nonprofits and founding a wellness drink company, emphasized the role of parks in community connection and eliminating economic barriers. Benson, a lifelong Elko resident with prior experience on the Arts and Culture Advisory Board, expressed a strong love for the community and a desire to follow in the footsteps of a deceased relative who served on the board. The third applicant, Chelsea Williams, was not present and did not participate remotely.
