Beverly Hills Council Denies Appeal, Approves 55-Unit Apartment Project on Tower Drive Amidst Resident Concerns
The City Council considered an appeal filed by Kenneth Dusick and others against the Planning Commission's approval of a Development Plan Review for a new eight-story, 55-unit multifamily residential development at 232 Tower Drive, utilizing state Housing Accountability Act (HAA) Builder's Remedy provisions. Despite acknowledging concerns about parking, traffic, aesthetics, and the project's scale being out of character with the neighborhood, the Council ultimately voted to deny the appeal and approve the project, citing state law limitations on denying such projects. The Council also approved significant conditions related to construction management, traffic control, and neighborhood impact mitigation. The developer offered to revisit parking to potentially delay the decision, but the Council ultimately voted to proceed.
Beverly Hills Extends Urgency Ordinance for Transit-Oriented Development Plan Amidst State Review
The City Council considered an urgency ordinance to extend the effective period of an amended transit-oriented development (TOD) alternative plan, previously adopted in response to SB 79. The plan aims to increase density near transit stations but has faced scrutiny regarding its compliance with state requirements for maintaining total housing capacity and allowing height waivers. The current proposal seeks to extend the urgency ordinance for an additional 10-15 days, bringing the total effective period to one year, while awaiting further review and feedback from the state Department of Housing and Community Development (HCD).
