Windham Considers Purchasing Additional Water Rights Amidst Growth and Supply Concerns
The Town of Windham is considering purchasing an additional 110,000 gallons per day of water rights from the Southern New Hampshire Regional Water Project. This comes after the town previously purchased rights to 200,000 gallons per day, of which approximately half have been sold or allocated. The cost for the additional water rights would be $3.57 per gallon, totaling $392,700. The town's MSDC special revenue fund currently has an estimated balance of $102,566. The Select Board expressed interest in acquiring more water due to existing water issues in town and the potential for future growth, though concerns were raised about the current shortfall in revenue to cover the existing bond and the need to rethink bonding mechanisms. The board voted to send a letter to the governor expressing the town's interest in the additional water allocation, acknowledging that any commitment would require voter approval for funding.
Select Board Honors Memory of Jerry Rufo and Frank Farmer
The Select Board acknowledged the passing of Jerry Rufo and Frank Farmer. Jerry Rufo served on the Wyndham Facility Committee during the high school's development. Frank Farmer was a volunteer firefighter, served on the Griffin Park Planning Committee, was a cemetery trustee, a member of the rec committee, the Town Center Beautification Committee, and the Historic District Heritage Commission. He was also recognized as the town volunteer of the year in 2018 for his work on the 275th celebration. The Board held a moment of silence in their memory.
Town to Proceed with Eviction and Sale of Tax-Deeded Property at 13 Camelot Road
The Select Board voted to approve the disposal of tax-deed property located at 13 Camelot Road (Map Lot 11 C 2511). Following a favorable US Supreme Court decision that maintained the status quo on tax deed issues, the town's recommendation is to proceed with the eviction process for the current occupant and provide notice of the intent to sell. This action aims to resolve the situation, potentially through a repurchase by the former owner, while adhering to legal processes.
Aaron Robinson Appointed to Cemetery Trustees
The Select Board appointed Aaron Robinson (formerly doing business as Aaron Moulton) to fill a vacancy on the Cemetery Trustees. Ms. Robinson, a genealogy and reference librarian, expressed her passion for cemeteries due to their historical significance and her interest in stewardship. The appointment is effective until March 2027, after which the position will be elected. The motion to appoint passed 4-0.
Bill Urban Appointed to Economic Development Committee, Alternate Position Advertised
The Select Board accepted the resignation of Sharik Usfi from the Windham Economic Development Committee (EDC). Bill Urban, who was recently appointed as an alternate, expressed willingness to step into the full member slot. Mike Oldenburg would remain as an alternate. The Board approved appointing Bill Urban as a full member of the EDC through June 2028 and will advertise for an alternate position. The motion to accept the resignation and appoint Mr. Urban passed 4-0.
