Board of Aldermen - Media
Published: Jul 14, 2026
Aldermen Authorize Land Conveyance and Cellular Antenna Site Lease Amendment
The Board of Aldermen considered and approved resolutions related to land conveyances and lease agreements. Resolution R-26-038 authorized the conveyance of discontinued portions of Major Drive and Spalding Street. Resolution R-26-043 authorized a fourth amendment to a site lease agreement with New Singular Wireless PCS LLC for a cellular antenna site at Mine Falls Park.
Nimco Site Development Agreement Amended, Reducing Units but Expanding Affordable Housing Commitment
The Board of Aldermen considered an amended and restated master development agreement and a fourth amendment to a purchase and sale agreement with Lancing Melbourne Group LLC for the Nimco site. The proposed changes involve splitting the development into two buildings on the Nimco property and potentially a fourth building on the adjacent Bagshaw property. This change reduces the number of units from 254 to 252 (or 242) on the Nimco site, with 20% affordable housing units. The developer has agreed to carry the 20% affordable housing requirement across the Bagshaw property as well, potentially adding 20-30 more affordable units.
Community Members Criticize Camping Ban, Urge Repeal and Focus on Homelessness Solutions
During the public comment period, several residents and advocates voiced strong opposition to the city's camping ban and the associated $1,000 fine. Speakers described the ban as inhumane, criminalizing poverty, and forcing unhoused individuals further into the woods, away from services. Concerns were raised about the lack of adequate shelter beds, the long wait times for affordable housing, and the perceived failure of the city to address the root causes of homelessness. Some speakers shared personal experiences of homelessness and the harsh realities faced by those affected by the ban.
Aldermen Approve Contract Amendments and Renewals for City Services
The Board of Aldermen approved several contract awards and renewals during the meeting. These included an amendment to a contract with Whiting Turner Contracting Company for parking garage office renovations, a software subscription renewal with Vector Solutions for the NSHA Fire Rescue training platform, and a three-year contract with ADS Environmental Services for collection system flow monitoring.
