Wasa Committee Approves RFI for East Thomas Street Parcels Allowing Mixed Residential, Multi-Family, or Business Use
The committee considered an RFI for city-owned parcels at 237, 241, and 249 East Thomas Street. The RFI allows for two options: a single parcel or a parcel divided to face east and west, exiting on McCleary. The parcels are zoned TF10 (two-flat, 10-unit density) and can be used for single-family, multi-family, or business purposes, though industrial use is discouraged due to resident concerns. The RFI is open from June 5th to July 20th. The committee voted to approve the RFI.
Wasa Council Moves to Release Easements with Canadian National Railway

This action is part of cleaning up prior encumbrances on city property, similar to a previous quick claim deed process. A motion to direct the parcels to be disposed of through the city's residential infill property disposition program was approved.

Eminent Development Corporation proposed a mixed-use project for North Second Street, including a four-story apartment building with 45-60 units and ground-floor parking, plus a separate commercial building. The project aims to include a mix of workforce and market-rate housing, with a preliminary split leaning towards market rate. Financing is being explored through a USDA RD538 loan, private equity, developer investment, and potentially Tax Incremental Financing (TIF) from TID 12.
