Council Approves $1.25 Million Transfer to Fund Capital Improvements and Reduce Borrowing

Eversource Granted Location for Main Street Conduit to Power New Crosswalk Sign
The council held a public hearing and voted on a petition from Eversource for a grant of location to install approximately 92 feet of conduit on Main Street. This work is necessary to provide electrical service for a newly installed pedestrian-actuated flashing crosswalk sign at 2026-12 Main Street. One email was received from residents fully supporting the project. The council approved the petition unanimously.
Council Approves $360,000 Transfer to ESCO Capital Project Stabilization Fund
The City Council discussed and approved a resolution authorizing a transfer of $360,000 to various fiscal year 2026 departmental expenditure accounts from the fiscal year 2026 ESCO Capital Project Stabilization Fund. This transfer is part of the city's practice of using surplus electricity and gas funds to pay debt service on energy efficiency projects. The city still owes $2.7 million on the first ESCO project, with payments extending through fiscal year 2033, and $281,700 on the second, with final payment in fiscal year 2029.
Human Services Committee Recommends Appointments to Council on Aging

Phyllis Perone was recommended for appointment, bringing experience from the Senior Center and interest in expanding programming, particularly for male participation and transportation services. The city remains on track to fully fund OPEB by fiscal year 2031, with this transfer contributing to achieving that goal sooner.
