Town Meeting Approves FY27 Capital Expenditures and Funds Chenery Roof Project
The Town Meeting voted on Article 34, which involved appropriations for Fiscal Year 2027 capital expenditures. This article included eight motions under part A and one under part B, covering a range of projects such as DPW equipment, IT infrastructure upgrades, police and fire contributions, the Underwood Pool, school repairs, and sidewalk/pavement improvements. The total proposed capital expenditures for FY27 were significant, with specific amounts allocated to various departments and funds. Notably, a portion was also designated for the Capital Stabilization Fund to cover future projects. Article 30 was also adopted, transferring $1.3 million from free cash to the Capital Stabilization Fund for the Chenery roof project. Prior year bills under Article 23 and appropriations for paving and sidewalks under Article 34B were also approved.
Alexander Avenue Portion Adopted as Public Way to Facilitate Path and Tunnel Project
Town Meeting voted to adopt Article 25, which addresses the adoption of a portion of Alexander Avenue as a public way. This action is necessary to secure property rights for the construction of a path and a tunnel under the railroad tracks, a project requiring MassDOT approval and funding. The segment in question is between Channing Road and the railroad tracks, and its ownership is currently unknown. The town aims to acquire the necessary rights, potentially through gift, purchase, or eminent domain, to satisfy MassDOT requirements by the end of July. While alternative plans using easements are being explored, adopting Article 25 provides the town with the option to lay out the segment as a public way if necessary. The potential cost of acquisition is pending appraisal and negotiation.
