City Council Approves Replat for In-lots 3733 and 4203
The council approved Ordinance A, an ordinance approving a replat of in-lots 3733 and 4203. This replat will vacate certain easements on the properties and create new easements that cover both lots. The planning board and city staff recommended approval.
New Fire Department Position, Street Renaming, Budget Amendments, and Asset Sale Introduced
The council introduced Ordinance A, an ordinance modifying Chapter 37 of the codified ordinances to create the position of Risk Reduction Officer within the fire department, eliminating the Assistant Chief position and adding a part-time administrative assistant. This ordinance also establishes compensation for the new role. Ordinance C, an ordinance to rename Persimmon Drive to Persimmon Way in the Hyatt Trail subdivision due to a naming conflict with another street, was also introduced. Ordinance D amends the 2026 appropriations to cover unanticipated expenses like police overtime, legal fees, income tax refunds, and HVAC repairs. Ordinance E authorizes the sale of municipal electric transmission assets to AMP Transmission, waiving competitive bidding requirements for these assets constructed as part of the new substation project.
Residents Raise Concerns on Zoning Issues, Property Use, and Code Enforcement
Mark Vondoval addressed the council regarding a letter requiring him to move a trailer from his driveway. He argued it is in his driveway, not his front yard, and has been used to prevent contractors from making U-turns. He also complained about e-bikes, scooters, and go-karts on sidewalks, and about a lack of screening on a fence at the Walmart unloading area, citing privacy concerns. He also requested code enforcement checks for trailers blocking hydrants, unregistered vehicles, speeding, loud music, and unreplaced trees. He noted a car lot on 25A has over 40 vehicles, exceeding lot capacity. He feels he is being unfairly targeted. Gary Jackson presented concerns regarding the Board of Zoning Appeals process, detailing difficulties in obtaining approval to place a storage barn on his property due to side yard setbacks and easements. He stated his neighbors had no objections, and the barn would not alter the neighborhood character. He also mentioned issues with fencing requirements for placing the barn in a backyard. Steve also requested de-annexation of a property at 59 East Kessler Closeville Road, formerly used for four-star tool rental, to allow it to be used as it was for 40 years without issue.
Road Closure on SR 571 and E-bike Safety Concerns Addressed
Mr. Mack reminded the council that State Route 571 west of County Road 25A is closed for a 14-day period for culvert replacement by ODOT. He also addressed concerns about e-bikes, noting that the city is aware of the issue, educating youth on safe operation and legality, and plans to discuss potential legislation.
F2 Permit Approved for Mum Cup Event Allowing Beer Sales in City Park
A motion was made to authorize the police chief and city manager to sign an F2 permit application for the Downtown Tip City Partnership for the Mum Cup event. This event, an old-time baseball tournament, will be held at the rear of City Park on September 27, 2026, and the F2 permit allows for beer sales in the same area used for Canal Fest. Councilmember Kessler inquired about the scope of the F2 permit, clarifying it is for beer sales only. All council members voted in favor.
