City Council Approves Annexation and Rezoning of 33.64 Acres for Residential Development South of 19th Avenue
The City Council considered a petition to annex approximately 33.64 acres located at 5599 West 19th Avenue, generally situated a quarter mile south of 19th Avenue and a quarter mile east of Range Road. The request is to zone the property as Small Lot Single Family Residential (RSS) to align with the adjacent Golden Oaks residential neighborhood to the north. The property is bordered by existing city limits on three sides. The future land use map designation would also be updated to low-density residential. The annexation would extend city services, including police and fire, immediately, with sewer, wastewater, and electric services available upon development. The Planning Commission recommended approval of the annexation.
City Council Authorizes Legal Counsel to Pursue Antitrust Claims Against Firetruck Manufacturers
The City Council approved retaining the law firm of McAfee & Taft to represent the city in pursuing claims related to firetruck manufacturers and other potential defendants for antitrust violations and other claims. The litigation aims to address alleged unlawful market consolidation and price fixing by firetruck manufacturers, which has reportedly doubled the price of pumper and ladder trucks over the last decade. The city has purchased five firetrucks during the eligible period and is thus eligible to participate in these claims. Any settlements or further actions will require additional City Council approval.
City Council Approves $1.3 Million in State Homeland Security Funding for Counterterrorism and Security Enhancements
The City Council authorized the city to accept local funding from the 2025 State Homeland Security Program in the amount of $1,311,613. The Oklahoma Office of Homeland Security will act as the agent for the local share to fund planning and operational oversight costs for the Oklahoma Counterterrorism Intelligence Center and the soft targets and crowded places program. This funding enhances security measures and GIS system maintenance. The resolution also authorizes the mayor or vice mayor to execute the memorandum of understanding. This is an annual approval to assign the city's local share to the state for homeland security capabilities, allowing for pooled resources and specialized programs that would be cost-prohibitive for individual jurisdictions.
City Council Approves Rezoning for Small Lot Single-Family Home on West 10th Avenue
The City Council considered a request to rezone a property at 524 West 10th Avenue from a two-family/multi-family (RTM) zoning district to a small lot single-family residential (RSS) zoning district. The applicant intends to demolish the existing structure and build a new single-family home. The current RTM zoning does not permit single-family homes, and the parcel size (4,000 sq ft) is below the minimum for RTM (20,000 sq ft) and RSS (5,000 sq ft). The future land use map designates the area for moderate density residential, which can include single-family homes on small lots. The Planning Commission recommended approval. The City Council approved the map amendment.
Airport Rates and Charges Study Presents New Fees to Reduce Deficit; Council Adopts FY27 Rates
The City Council received a presentation on the Stillwater Regional Airport's rates and charges study, conducted by KSA, to understand operational and maintenance expenses and ensure cost recovery. The study aims to balance airport financial sustainability with market competitiveness, following FAA guidelines. Recommendations for fiscal year 2027 include adjustments to landing fees, tie-down fees, terminal rent, vehicle parking fees, hangar rents, and the introduction of an employment fee per enplaned passenger. The proposed changes aim to reduce the airport's operating deficit, which was projected at $2.5 million for 2026, down to just over $1 million with the implemented fees. The council was presented with proposed rates for various services, including signatory and non-signatory landing fees, tie-downs, terminal rent, vehicle parking ($5/day for lots 1 & 2), hangar fees (T-hangars $300-$325/month, portabouts $200/month), and an employment fee of $0.75 per passenger. A resolution (CC-2026-9) was adopted to establish fees for mobile food establishments and adopt the airport's fiscal year 2027 rates and charges.
