City Approves Increases for Solid Waste, Water, and Stormwater Rates
The city considered and voted on an ordinance amending city code regarding cost recovery for solid waste collection and landfill rates, proposing a 5% increase. The landfill employs seven people, manages $8 million in equipment, and is adding a new cell. The city also considered an ordinance amending water tap fees, with new costs of $1,300 for 3/4 and 1-inch mains and $2,300 for 1.5 and 2-inch mains, as fees had not been adjusted since 2008. Additionally, water fees were adjusted for cost recovery with a proposed 5% increase, citing increased costs for operating the water plant and maintaining 256 miles of water line with 20 employees. Industrial pretreatment annual permit fees were adjusted with a proposed 3% increase for larger customers. Stormwater program fees were increased by $0.25 per month per customer. All these ordinances were approved.
City Approves $148.8 Million Fiscal Year 2026-27 Budget
The Board of Commissioners approved the operating budgets for various city funds for the fiscal year 2026-2027. The total proposed budget is $148,859,014, representing a 9.18% increase from the current year. The general fund is budgeted at $31,982,389, a 0.5% decrease. The budget includes a fleet leasing program, a capital outlay of $21,840,570, and maintains a full-time employee count of 410. Sales tax revenues are projected to increase by 2%, and the general fund reserve has been increased by $500,000 to $3.5 million.
City Adopts Updated Multi-Hazard Mitigation Plan
The Board of Commissioners adopted the 2026 City of Ponca City Multi-Hazard Hazard Mitigation Plan update. This is the fifth such plan since federal legislation in 2006 required communities to have one for FEMA funding eligibility. The plan aims to minimize property damage and loss of life by identifying and addressing various natural hazards affecting Ponca City, such as severe weather, flooding, and others. Previous mitigation efforts have secured over $2 million in FEMA funds for safe rooms, flood-prone property buyouts, and infrastructure projects, with FEMA covering 75% of costs.
Utility Authority Approves Purchase of New Debris Vacuum Truck
The Ponca City Utility Authority approved the purchase of a 2027 Freightliner M2106 debris vacuum truck for $289,544.00. The current vacuum service truck, used only for leaves in the fall, is 20 years old and failing, requiring significant downtime and costly repairs. The new, dedicated truck will be more efficient, requiring only one operator and capable of handling various debris types, not just leaves. Funds for the purchase are appropriated in the current year's landfill budget. This purchase is timed to ensure delivery before the upcoming leaf season.
Utility Authority Approves FY26-27 Operating Budgets
The Ponca City Utility Authority approved the operating budgets for various utility funds for fiscal year 2026-27. Total revenues are projected at $82,981,024, with total expenditures at $79,431,538. This is a companion item to the city budget.
