The city council authorized participation in the County of Riverside's Urban County Program for federal fiscal years 2027, 2028, and 2029. This participation allows the county to administer the city's Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships (HOME) funds. This streamlined process through the county is preferred over direct application to the state. The program enables the city to fund local initiatives such as homelessness assistance, home rehabilitation for low-income residents, down payment assistance, and affordable housing development. The participation term was revised to October 1, 2026, through September 30, 2029.
Ranch Mirage Council Approves Streamlined Wireless Facility Permitting, Removes Two Preferred Sites Amidst Public Concern
The city council considered a zoning text amendment to streamline the permitting process for wireless communication facilities, designating specific preferred sites. Due to conflicts of interest, three council members recused themselves, and a random selection process (drawing straws) determined that Mayor Prom O'Keefe would participate to establish a quorum. The amendment aims to address deficiencies in current cellular infrastructure and improve coverage by allowing staff-level review for up to 25 sites with a maximum height of 81 ft and up to three carriers. Public comment expressed concerns about health impacts, lack of demonstrated need, and delegation of authority to staff. Ultimately, the council voted to approve the ordinance, removing two specific preferred locations (Frank Sinatra Drive and Deval Drive, and Whispering Waters) based on community input and staff recommendations.
City Approves Loan to Successor Agency to Cover Redevelopment Obligations
The council approved a loan agreement between the city and the successor agency to the Rancho Mirage Redevelopment Agency. This agreement memorializes and repays an advance of city funds to the successor agency to cover an enforceable obligation that the agency could not pay due to insufficient funds. This advance will be reimbursed to the city through future Recognized Obligation Payment Schedule (ROPS) submissions. The dissolution of redevelopment agencies led to the creation of successor agencies to wind down their activities and ensure obligations are met.
