Ordinance to Establish Affordable Housing Zone Slated for Second Reading
The agenda for August 11th includes a second reading of an ordinance to amend Chapter 21 Zoning to establish an affordable housing 7AH7 zone. This ordinance aims to create a specific zoning designation for affordable housing developments.
Resident Questions Affordable Housing Strategy, Warehouse Incentives, and Property Conversion Programs
Brian Rak, a resident of 47 Brookside Road, addressed concerns regarding affordable housing obligations and the township's approach. He noted that some towns lack new obligations due to existing affordable housing stock or high density, contrasting this with Piscataway's situation. He recalled Piscataway paying New Brunswick in 2003 to assume some affordable housing burden. Rak challenged the notion that state information on buildable land was inaccurate, explaining that state methodology documents allow for corrections. He pointed out that Piscataway's high number of affordable housing needs is partly due to its high nonresidential valuation factor, influenced by warehouse construction. He questioned the continued incentivization of warehouses through PILOT agreements and tax breaks, and inquired about programs to incentivize converting existing properties to affordable housing, citing Edison as an example. He also asked about plans beyond rezoning individual properties.
Council Approves Expansion of Utility Easement with Piscataway Township Board of Education
The council adopted Ordinance 2026-13, authorizing the expansion of a permanent access and utility easement with the Piscataway Township Board of Education. This ordinance pertains to properties located at block ten, lot 1.01 (Mac School) on Witherspoon Street and block 7305, lot 19.02 at 450 River Crest Drive. The ordinance was introduced on June 30, 2026, passed its first reading, and was published on the township website on July 1, 2026. Following a second reading on July 21, 2026, the ordinance was adopted and will be published with a notice of passage on the Township website. Council members Cahill, Carmichael, Espinosa, Rashid, Uhrin, and Council President Lombardi voted in favor.
Consent Agenda Clarifications: Audit Corrective Action Plan and Federal Surplus Equipment Program
During public comment, Jessica (1247 Brookside Road) asked two questions regarding the consent agenda: first, what matter the corrective action plan (Item D) refers to, and second, what equipment is being received from the federal government (Item M) and how it will assist residents. The township administration explained that the corrective action plan was required due to an audit finding concerning the underestimation of budgeted dollars for the recreation utility in 2025. The finance department was commended for having only one such item in an audit of approximately $98 million. The plan ensures proper budgeting for the utility, which serves residents beyond just ratepayers. Regarding Item M, it pertains to the federal government's 1033 program, which allows entities to receive surplus equipment the US Department of Defense no longer needs. An example given was a high-water rescue vehicle valued at over $250,000, received for free. This program allows the township to acquire necessary equipment at no cost to taxpayers.
Pop Warner Full, Baseball Event Successful; Updates on Road Projects and Storm Recovery Efforts
Councilman Uhrin noted that Pop Warner football starts the upcoming Monday, and all levels, including cheerleading, are full with waiting lists. He also mentioned that the Patriot Stadium baseball evening was very successful. Separately, Mayor requested an update on road projects, noting that Levgar Street is expected to finish by late September or early October. Centennial Avenue (between Knightsbridge and River Road) is also expected to finish by October. Old New Brunswick Road is complete. Milling will begin on Murray Avenue this week, followed by Richardson, Evans, and Hamilton Boulevard for the block program. The curb program contractor is working on Sturbridge Development, then Palisades, Harold Place, and another section of Hamilton Boulevard. Sidewalks on South Randolphville Road near the cemeteries will go out to bid within the next couple of weeks. Public Works crews have been busy addressing storm damage, flood damage, and downed trees, working on July 3rd and 4th holidays. The mayor welcomed three new probationary police officers (cadets).
