City Endorses Grant Application for Recreational Trail Development Connecting Airport to State Park
The council approved a resolution to endorse and support the City of Hammond's grant application to the FHWA Recreational Trail Programs for Louisiana. The proposed trail, an 8-ft wide hard-surface path, is planned to start behind the airport and connect to the State Park Randolph through phases. This would eventually allow for walking, jogging, and bicycling from Main Street flagpole to the municipal airport, covering approximately 15-20 miles in total when combined with existing and planned routes like the river park and levees. The initial grant application is for $250,000 to cover about 2,100 feet of the trail.
City Council Approves Annexation and Rezoning of 2.5 Acres for Residential Development
The City Council accepted the Zoning Commission's recommendation to approve the annexation and rezoning of 2.5 acres of property located in the southeast quarter of section 36, Township 5 North, Range 1 West, Rapides Parish, Louisiana, to be zoned as residential R-2. The property, belonging to Duran Family Investment LLC, is situated north and east of the Pineville-Tioga Expressway. This annexation is described as an administrative item to bring fully developed property into the corporate limits, following an administrative error where the property was initially overlooked. Mr. Duran developed eight rental units on the landlocked property after acquiring it.
Public Works Department Declares Surplus Items for Disposal
The City Council approved a resolution declaring items from the Public Works Department as surplus, authorizing their sale, donation, auctioning, or disposal as necessary.
City Council Discusses New RV Camping at Bulow Lake and Potential Competition with Private Campgrounds
The council introduced an ordinance to amend the city's code of ordinance appendix D fee schedule, chapter 24, section 24-19C, regarding the rental of Bulow Lake. Councilman Murphy expressed concern that the city's initiative to promote camping at Bulow Lake might compete with private individuals who operate campgrounds, such as the Austins. The Mayor explained that the city is establishing only seven RV spots at Bulow Lake to accommodate residents and visitors, particularly those attending events at the Ward 9 Sports Complex, who need nearby camping options. The initiative aims to provide user-friendly camping opportunities close to amenities and is not intended for long stays, differing from private campgrounds.
City to Implement Training Cost Reimbursement Agreements for New Law Enforcement Officers
The council approved a resolution authorizing the mayor to negotiate and enter into employment agreements with newly hired law enforcement officers. These agreements will require reimbursement of training costs, consistent with Louisiana Revised Statute 40:2405.
